【摘要】：失業(yè)保險(xiǎn)是社會(huì)保障體系的重要組成部分,自建立以來發(fā)揮著保障失業(yè)人員基本生活需要的作用。隨著時(shí)代的發(fā)展,經(jīng)濟(jì)面臨轉(zhuǎn)型,中國勞動(dòng)力市場面臨供求兩方面的壓力,失業(yè)保險(xiǎn)需要充分發(fā)揮促進(jìn)就業(yè)的作用,強(qiáng)化失業(yè)保險(xiǎn)促進(jìn)就業(yè)功能成為完善失業(yè)保險(xiǎn)的焦點(diǎn)。在這樣的背景下,徐州市出臺(tái)了一系列促進(jìn)就業(yè)的舉措,初步取得了一定的效果,但由于失業(yè)保險(xiǎn)制度設(shè)計(jì)不完備、措施落實(shí)不到位等因素導(dǎo)致失業(yè)保險(xiǎn)促進(jìn)就業(yè)功能發(fā)揮作用有限。論文運(yùn)用調(diào)查研究方法和比較分析法,在走訪企業(yè)、徐州市失業(yè)保險(xiǎn)中心、徐州市就業(yè)服務(wù)中心進(jìn)行實(shí)地訪談和問卷調(diào)查的基礎(chǔ)上分析調(diào)研所得的數(shù)據(jù),分析徐州市失業(yè)保險(xiǎn)促進(jìn)就業(yè)功能存在的問題和原因。發(fā)現(xiàn)徐州市失業(yè)保險(xiǎn)促進(jìn)就業(yè)功能存在部分群體未享受失業(yè)保險(xiǎn)促進(jìn)就業(yè)項(xiàng)目,失業(yè)者的基本生活未得到保障,促進(jìn)就業(yè)措施未得到落實(shí),失業(yè)保險(xiǎn)未激發(fā)失業(yè)者再就業(yè)積極性,失業(yè)保險(xiǎn)未激勵(lì)企業(yè)發(fā)揮“援企穩(wěn)崗”的作用的問題。這些問題源于失業(yè)保險(xiǎn)促進(jìn)就業(yè)相關(guān)制度設(shè)計(jì)不健全,失業(yè)保險(xiǎn)支出水平過低,支出結(jié)構(gòu)不合理,失業(yè)保險(xiǎn)金的給付方式不恰當(dāng),失業(yè)保險(xiǎn)費(fèi)率機(jī)制不合理,失業(yè)保險(xiǎn)促進(jìn)就業(yè)功能與促進(jìn)就業(yè)政策未發(fā)揮最優(yōu)配置。因此,從制度設(shè)計(jì)的角度和具體措施的落實(shí)兩方面出發(fā),提出了完善徐州市失業(yè)保險(xiǎn)促進(jìn)就業(yè)功能的建議。
[Abstract]:Unemployment insurance is an important part of social security system.With the development of the times and the transformation of the economy, China's labor market is facing the pressure of supply and demand. Unemployment insurance needs to give full play to the role of promoting employment, and strengthening the function of unemployment insurance to promote employment has become the focus of improving unemployment insurance.Against this background, Xuzhou has introduced a series of measures to promote employment, which have initially achieved certain results, but due to the incomplete design of the unemployment insurance system,Such factors as inadequate implementation of measures lead to the limited role of unemployment insurance in promoting employment.Based on the investigation and comparative analysis method, this paper analyzes the data obtained from the survey on the basis of visiting enterprises, Xuzhou unemployment insurance center, Xuzhou employment service center, and conducting field interviews and questionnaires.This paper analyzes the problems and causes of the function of the unemployment insurance in Xuzhou.It is found that the function of unemployment insurance in Xuzhou exists that some groups do not enjoy unemployment insurance to promote employment, the basic life of the unemployed is not guaranteed, and the measures to promote employment are not implemented.Unemployment insurance does not stimulate the unemployed to re-employment enthusiasm, unemployment insurance does not encourage enterprises to play the role of "aiding and stabilizing the job".These problems come from the imperfect design of unemployment insurance system, the low level of unemployment insurance expenditure, the unreasonable expenditure structure, the improper payment of unemployment insurance funds, and the unreasonable mechanism of unemployment insurance rate.Unemployment insurance promotes the employment function and the promotion employment policy does not exert the optimum disposition.Therefore, from the point of view of system design and the implementation of concrete measures, this paper puts forward some suggestions on how to improve the function of unemployment insurance in Xuzhou.
