【摘要】：小城鎮(zhèn)處于農(nóng)村之首、城市之尾的位置上,小城鎮(zhèn)建設(shè)是推進(jìn)農(nóng)業(yè)現(xiàn)代化的重要保障,同時(shí)也是城區(qū)加快發(fā)展的基礎(chǔ)和后盾。因此,因地制宜抓好河北省小城鎮(zhèn)建設(shè),是河北省城鎮(zhèn)化征程中重要的一步。當(dāng)前京津冀協(xié)同發(fā)展持續(xù)推進(jìn)的背景下,北京非首都功能的進(jìn)一步疏解,為河北省城鎮(zhèn)化發(fā)展打開了新的局面。首先,借鑒國內(nèi)外小城鎮(zhèn)發(fā)展相關(guān)研究成果,深入分析小城鎮(zhèn)的概念,追溯小城鎮(zhèn)的歷史,刻畫當(dāng)前小城鎮(zhèn)發(fā)展的環(huán)境以及河北省小城鎮(zhèn)發(fā)展的特點(diǎn),集中發(fā)掘小城鎮(zhèn)發(fā)展的內(nèi)在潛力與動(dòng)力。其次,基于京津冀協(xié)同發(fā)展的大戰(zhàn)略背景,對環(huán)首都地區(qū)小城鎮(zhèn)的發(fā)展做深入探究,對當(dāng)前小城鎮(zhèn)建設(shè)的現(xiàn)狀做出闡釋,因地制宜,突出發(fā)展,綜合討論該地區(qū)小城鎮(zhèn)發(fā)展問題。其中選取輕工業(yè)型小鎮(zhèn)白溝鎮(zhèn),旅游型小鎮(zhèn)三坡鎮(zhèn),農(nóng)業(yè)型小鎮(zhèn)香河安頭屯鎮(zhèn)等典型特色鎮(zhèn)做進(jìn)一步探討,研究京津冀協(xié)同發(fā)展發(fā)展下河北全域城鎮(zhèn)建設(shè)模式。最后,鑒于過去小城鎮(zhèn)建設(shè)中出現(xiàn)的不全面,不協(xié)調(diào),不均衡問題,深入分析發(fā)展過程中的弊端,闡釋重要意義,就特色小鎮(zhèn)展開調(diào)研,以該地區(qū)的核心競爭力為出發(fā)點(diǎn),綜合討論該地區(qū)未來小城鎮(zhèn)的發(fā)展的方向。本文在分析和總結(jié)河北省小城鎮(zhèn)發(fā)展現(xiàn)狀和特點(diǎn)基礎(chǔ)上,明確了加強(qiáng)小城鎮(zhèn)建設(shè)的必要性。本文選取了河北省小城鎮(zhèn)發(fā)展過程中的幾個(gè)典型,指出了河北省小城鎮(zhèn)發(fā)展存在的主要問題。通過介紹三個(gè)省市發(fā)展小城鎮(zhèn)的基本做法,為解決河北省小城鎮(zhèn)發(fā)展中的問題提供了一定借鑒意義,結(jié)合河北省自身特點(diǎn),提出了針對性的建議與措施。
[Abstract]:Small towns are at the head of the countryside and the end of the city. The construction of small towns is an important guarantee for promoting agricultural modernization, and at the same time, it is also the foundation and backing for accelerating the development of the urban areas. Therefore, in line with local conditions, we should do a good job in the construction of small towns in Hebei Province. This is an important step in the course of urbanization in Hebei Province. With the continuous development of the Beijing-Tianjin-Hebei co-development, the further unwinding of Beijing's non-capital functions has opened up a new situation for the development of urbanization in Hebei Province. Referring to the related research results of the development of small towns at home and abroad, this paper deeply analyzes the concept of small towns, traces the history of small towns, depicts the current environment of the development of small towns and the characteristics of the development of small towns in Hebei Province. Secondly, based on the big strategic background of the coordinated development of Beijing, Tianjin and Hebei, the development of small towns around the capital region is deeply explored, and the current situation of the construction of small towns is explained in order to cope with local conditions. Give prominence to development and discuss comprehensively the development of small towns in this area. Among them, select Baigou, a small town of light industry, Sanpo, a tourist town, and Antoutun, an agricultural town, as typical towns with typical characteristics for further discussion. This paper studies the pattern of urban construction in Hebei province under the coordinated development of Beijing, Tianjin and Hebei. Finally, in view of the problems of incompleteness, uncoordination and imbalance in the construction of small towns in the past, the disadvantages in the process of development are deeply analyzed, and the important significance is explained. Based on the investigation of the small towns with special characteristics and the core competitiveness of the region, this paper comprehensively discusses the direction of the development of the small towns in this area in the future. Based on the analysis and summary of the present situation and characteristics of the development of small towns in Hebei Province, The necessity of strengthening the construction of small towns is clarified. This paper selects several typical examples in the development of small towns in Hebei Province, points out the main problems existing in the development of small towns in Hebei Province, and introduces the basic methods of developing small towns in three provinces and cities. In order to solve the problems in the development of small towns in Hebei Province, this paper provides a certain reference significance, combining with the characteristics of Hebei Province, puts forward targeted suggestions and measures.
