⑥ 中央對(duì)各地區(qū)的財(cái)政凈轉(zhuǎn)移支付,等于各地區(qū)的中央補(bǔ)助收入減去各地區(qū)的上解中央支出,其中中央補(bǔ)助收入表示中央對(duì)地區(qū)的轉(zhuǎn)移性收入,包含一般性轉(zhuǎn)移支付、專項(xiàng)轉(zhuǎn)移支付和稅收返還,本文的中央補(bǔ)助數(shù)據(jù)不包含稅收返還;上解中央支出是指地方按照有關(guān)法律法規(guī)或財(cái)政體制的規(guī)定,在本級(jí)預(yù)算收入中直接劃解給上級(jí)財(cái)政的款項(xiàng),以及按體制結(jié)算補(bǔ)解給上級(jí)財(cái)政款項(xiàng)和各種專項(xiàng)上解款項(xiàng),中央補(bǔ)助收入與上解中央支出的差額,視為中央對(duì)各地區(qū)的財(cái)政凈轉(zhuǎn)移支付。各地區(qū)財(cái)政收入數(shù)據(jù)來(lái)源于《**年**省公共財(cái)政預(yù)算收支決算總表》中的年度收入決算數(shù)。
⑦ 2003年西藏、2007年河南省的上解中央支出數(shù)據(jù)缺失,采用前后兩年的平均值表示。
⑧ 統(tǒng)計(jì)年鑒僅匯報(bào)2009年之后的人均地區(qū)生產(chǎn)總值和指數(shù),為統(tǒng)一口徑,本文一律采用地區(qū)生產(chǎn)總值與常住人口的比重核算地區(qū)人均生產(chǎn)總值。
⑨ 數(shù)據(jù)來(lái)源:中國(guó)財(cái)政局《2015年中央對(duì)地方稅收返還和轉(zhuǎn)移支付分地區(qū)預(yù)算匯總表》。
⑩ 在本期內(nèi),針對(duì)內(nèi)陸省區(qū)的中央財(cái)政轉(zhuǎn)移支付比例增量在相鄰兩年之間呈現(xiàn)負(fù)相關(guān)。

Study on the Impact of Central Government Transfer Payments in Regional
Economic Growth
- On the perspective of economic growth target and unplanned growth
Abstract: Based on a new perspective that exploding economic growth target and unplanned actual growth plan, this paper takes the central government transfer payment as the core explanatory variables, and puts forward the theoretical hypothesis about the regional different impacts in economic growth and target. In this paper, we find that transfer payments affect economic growth diminishingly, and its impact on real economic growth achieved mainly through unplanned growth and target which is relatively small. In addition, enormous heterogeneity is obvious in the east coastal and inland areas. In the eastern region, economic growth has a significant positive impact on transfer payments. When getting or anticipating more central financial support, local officials tend to set higher economic growth target; while in inland area, it shows a significant negative impact. In the inland, central transfer payment reduces economic growth targets and real economic growth. This shows that economic growth in eastern central policy has been stable and clear response, while economic growth patterns and management of inland areas are still unable to enter the sustainable and healthy development stage in island.
