【摘要】：運(yùn)用1995-2014年時(shí)間序列數(shù)據(jù)對(duì)財(cái)政分權(quán)背景下財(cái)政支出推進(jìn)城市化與城鄉(xiāng)收入差距之間的關(guān)系進(jìn)行研究,研究結(jié)果表明:從長(zhǎng)期和短期上看,財(cái)政分權(quán)和財(cái)政支出對(duì)城鄉(xiāng)收入差距影響顯著為負(fù),即財(cái)政自主度越高或國(guó)家財(cái)政支出越多,城鄉(xiāng)收入差距越小。而城市化進(jìn)程對(duì)城鄉(xiāng)收入差距的影響較為復(fù)雜,具有門(mén)檻效應(yīng),財(cái)政分權(quán)背景下的財(cái)政支出小于一定值時(shí),城市化進(jìn)程加快并將縮小城鄉(xiāng)收入差距;一旦大于一定值時(shí),城市化進(jìn)程加快將會(huì)擴(kuò)大城鄉(xiāng)收入差距。因此,從長(zhǎng)遠(yuǎn)考慮,需優(yōu)化財(cái)政支出結(jié)構(gòu),提高農(nóng)業(yè)財(cái)政支出比例,進(jìn)行土地制度改革并加快現(xiàn)代農(nóng)業(yè)發(fā)展,走高效、包容、可持續(xù)的城市化道路。
[Abstract]:The relationship between urbanization and urban-rural income gap in the context of fiscal decentralization is studied by using time series data from 1995 to 2014. The results show that: in the long run and in the short term, The effect of fiscal decentralization and fiscal expenditure on the urban-rural income gap is significantly negative, that is, the higher the degree of fiscal autonomy or the more national financial expenditure, the smaller the urban-rural income gap, and the more complex the impact of urbanization on the urban-rural income gap. With threshold effect, when the fiscal expenditure under the background of fiscal decentralization is less than a certain value, the urbanization process will accelerate and narrow the urban-rural income gap; once greater than a certain value, the urbanization process will expand the urban-rural income gap. In the long run, it is necessary to optimize the structure of fiscal expenditure, increase the proportion of agricultural financial expenditure, reform the land system and speed up the development of modern agriculture, and take an efficient, inclusive and sustainable urbanization road.
