【摘要】：近年來(lái)我國(guó)頻發(fā)食品安全事故,人們談"食"色變。隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,消費(fèi)者對(duì)于食品安全的要求日漸嚴(yán)格。要保證中國(guó)食品安全,需要強(qiáng)而有力的食品安全監(jiān)管,尤其在基層。本文運(yùn)用公共管理學(xué)相關(guān)知識(shí),借助市場(chǎng)失靈和政府失靈理論、政府監(jiān)管理論、利益相關(guān)者理論等相關(guān)的理論成果,基于永嘉縣食品安全現(xiàn)狀,從機(jī)構(gòu)改革模式和問(wèn)題角度入手,以基層監(jiān)管工作人員的視角,'利用文獻(xiàn)研究法、比較分析法和案例分析法等基本研究方法,對(duì)基層食品監(jiān)管權(quán)責(zé)劃分和機(jī)構(gòu)設(shè)立、監(jiān)管技術(shù)水平和監(jiān)管能力、法律法規(guī)現(xiàn)實(shí)應(yīng)用、食品安全社會(huì)監(jiān)管等多方面進(jìn)行分析,探討分析永嘉縣在組織機(jī)構(gòu)、標(biāo)準(zhǔn)體系、法律法規(guī)、監(jiān)管能力和監(jiān)管責(zé)任等方面存在的不足和問(wèn)題。在此基礎(chǔ)上,從監(jiān)管體制、食品安全體系、社會(huì)推動(dòng)機(jī)制和其他食品安全制度等方面提出完善永嘉縣食品安全監(jiān)管的對(duì)策建議。具體包括構(gòu)建合理的食品安全監(jiān)管體制、健全標(biāo)準(zhǔn)體系,完善監(jiān)管制度,深化食品安全社會(huì)推動(dòng)機(jī)制等對(duì)策,以期永嘉縣政府在食品監(jiān)管改革過(guò)程中,解決存在的問(wèn)題,全面提高食品安全監(jiān)管水平。
[Abstract]:In recent years, there have been frequent food safety accidents in China. People talk about "food" color change. With the rapid development of our economy, consumers' requirements for food safety are becoming more and more stringent. To ensure food safety in China, strong and effective food safety supervision is required. Especially at the grass-roots level. This paper uses the relevant knowledge of public management, with the help of the theory of market failure and government failure, the theory of government supervision, the theory of stakeholders, and so on, based on the status quo of food safety in Yongjia County. From the perspective of institutional reform model and problems, and from the perspective of grass-roots supervisory staff, this paper makes use of the basic research methods, such as literature research, comparative analysis and case analysis, to divide the power and responsibility of grass-roots food supervision and set up institutions. The technical level and ability of supervision, the practical application of laws and regulations, the social supervision of food safety and so on are analyzed, and the organization, standard system, laws and regulations of Yongjia County are discussed and analyzed. On the basis of this, from the regulatory system, food safety system, The social promotion mechanism and other food safety systems are proposed to improve the food safety supervision in Yongjia County, including the construction of a reasonable food safety supervision system, the improvement of the standard system, and the improvement of the supervision system. In order to solve the existing problems and improve the level of food safety supervision in the course of food supervision reform Yongjia county government should deepen the social promotion mechanism of food safety.
