【摘要】：水利工程作為滿足人民生產(chǎn)和生活的公益性工程,具有較強的綜合性和系統(tǒng)性,其具有工程規(guī)模大、建設(shè)周期長、易受環(huán)境影響等特點,這些都給水利工程招投標帶來很多不確定性因素和潛在風險。本文主要分析了現(xiàn)階段水利工程招投標主要風險因素,介紹了投標風險管理系統(tǒng)原理及主要方法,并結(jié)合具體水利工程案例采用層次分析法進行了投標風險分析,主要研究內(nèi)容和結(jié)論如下:1、結(jié)合水利工程特點和投標程序,詳細分析了目前影響水利工程投標風險的分類和特點。2、介紹了風險管理系統(tǒng)風險識別、風險評估和風險決策原理具體實施過程,并具體介紹了各個過程中各自主要優(yōu)缺點及適用條件。3、分析了目前國內(nèi)外常用的風險評估的主要研究方法:層次分析法,主要包括基本原理,計算過程和計算公式。4、結(jié)合具體案例,采用層次分析方法,對水利勘測工程投標報價風險進行了具體計算。在案例中,結(jié)合工程主要特點,確定了風險種類,并采用層次分析方法計算出各個因素的權(quán)重,基于評價結(jié)果對各個因素進行了總體評價。
[Abstract]:As a public welfare project to meet the needs of people's production and life, water conservancy project has the characteristics of large scale, long construction period and easy to be affected by the environment. All these bring many uncertain factors and potential risks to the bidding of water conservancy projects. This paper mainly analyzes the main risk factors of bidding for water conservancy projects at present, and introduces the principles and methods of bidding risk management system. The paper also analyzes the bidding risk by AHP combined with specific water conservancy project cases. The main research contents and conclusions are as follows: 1. Combining with the characteristics of water conservancy project and bidding procedure, This paper analyzes in detail the classification and characteristics of the risk affecting the bidding of water conservancy projects, and introduces the concrete implementation process of risk identification, risk assessment and risk decision principle of the risk management system. It also introduces the main advantages and disadvantages of each process and the applicable conditions. It also analyzes the main research methods of risk assessment at home and abroad: analytic hierarchy process (AHP), which mainly includes the basic principle. The calculation process and formula .4. combining with specific cases and adopting the analytic hierarchy process (AHP) method, the risk of bidding quotation for water conservancy survey project is calculated concretely. In the case, combining with the main characteristics of the project, the types of risk are determined. The weight of each factor is calculated by analytic hierarchy process (AHP), and the overall evaluation of each factor is made based on the evaluation results.
