【摘要】：近幾年不斷被報(bào)道的食品安全問題,成為公眾比較關(guān)注的社會(huì)問題之一。食品安全問題的頻繁發(fā)生讓我們不禁質(zhì)疑監(jiān)管部門工作的落實(shí)情況,政府也越來越重視食品安全問題的解決。近幾年的研究表示政府開始重視公民參與在食品監(jiān)管中的作用,如何提高公民參與積極性,充分發(fā)揮公民參與食品安全監(jiān)管的社會(huì)監(jiān)督作用,已成為我國(guó)食品安全監(jiān)管中亟待解決的重要問題。就我國(guó)目前研究情況來看,大多數(shù)研究焦點(diǎn)還是在食品安全問題產(chǎn)生的根源以及食品安全監(jiān)督機(jī)構(gòu)的相關(guān)研究,對(duì)于公民參與監(jiān)管的研究成果并不成熟,在食品安全監(jiān)管實(shí)踐中,缺乏對(duì)公民參與食品安全監(jiān)管實(shí)踐的實(shí)證研究,對(duì)公民參與食品安全監(jiān)管的經(jīng)驗(yàn)與問題的研究明顯不足,缺乏系統(tǒng)的理論作為支撐,需要進(jìn)一步對(duì)公民參與監(jiān)管進(jìn)行更深入的研究。本文首先對(duì)食品安全監(jiān)管、公民參與、公民參與機(jī)制等概念進(jìn)行分析,采用問卷調(diào)查法進(jìn)行進(jìn)一步的研究。通過對(duì)目前北京市居民參與食品安全監(jiān)管的情況進(jìn)行調(diào)查,研究分析數(shù)據(jù),發(fā)現(xiàn)目前居民對(duì)當(dāng)前的食品安全滿意度較低,公民對(duì)食品安全保有一定的關(guān)注度,但是并未完全參與到食品安全的監(jiān)管工作中,對(duì)監(jiān)管部門的辦事能力產(chǎn)生懷疑,從而使得政府部門與公民間產(chǎn)生信任危機(jī)。然后本文結(jié)合我國(guó)的實(shí)際情況,分析我國(guó)在公民參與食品安全監(jiān)管方面存在的問題,提出進(jìn)一步完善食品安全監(jiān)管中公民參與機(jī)制的舉措。本研究將參與機(jī)制細(xì)分為5個(gè)機(jī)制來研究,分別對(duì)認(rèn)知機(jī)制、動(dòng)力機(jī)制、協(xié)作機(jī)制、沖突解決機(jī)制以及保障機(jī)制每個(gè)機(jī)制中存在的問題進(jìn)行研究,在最后一章通過提出改善公民參與監(jiān)管認(rèn)知,向公民科普安全知識(shí);建立激勵(lì)措施的等強(qiáng)化公民參與動(dòng)力;健全公民參與協(xié)作體系;優(yōu)化沖突解決機(jī)制以及健全舉報(bào)和訴訟制度來保障公民參與監(jiān)管。希望通過這些對(duì)策思考能為公民參與食品安全監(jiān)管提供有用的思路,政府和公民攜手一起將食品安全問題解決。
[Abstract]:Food safety issues, which have been continuously reported in recent years, have become one of the social issues of public concern. The frequent occurrence of food safety issues makes us question the implementation of the work of the regulatory authorities. The government is also paying more and more attention to the solution of food safety problems. In recent years, studies have shown that the government has begun to attach importance to the role of citizen participation in food supervision and how to improve the enthusiasm of citizens to participate. Giving full play to the role of citizens in the social supervision of food safety supervision has become an important issue to be solved in food safety supervision in China. Most of the research focuses on the root causes of food safety problems and related studies of food safety supervision agencies. The research results on citizen participation in supervision are not mature, and in the practice of food safety supervision, Lack of empirical research on citizen participation in food safety supervision practice, lack of research on the experience and problems of citizen participation in food safety supervision, lack of systematic theory as the support, This paper first analyzes the concepts of food safety supervision, citizen participation, citizen participation mechanism and so on. Through the investigation of the current situation of Beijing residents' participation in food safety supervision and analysis of data, it is found that the current residents' satisfaction with food safety is relatively low. Citizens have a certain degree of concern for food safety, but they are not fully involved in the supervision of food safety. So that there is a crisis of trust between government departments and citizens. Then this paper analyzes the problems existing in the participation of citizens in food safety supervision in our country in the light of the actual situation in our country. In this study, the participation mechanism is divided into five mechanisms, namely cognitive mechanism, dynamic mechanism and cooperative mechanism. In the last chapter, the author proposes to improve the cognition of citizen's participation in supervision, popularize citizen's knowledge of safety, establish incentive measures and so on, strengthen the motivation of citizen's participation. Improve citizen participation cooperation system, optimize conflict resolution mechanism and improve reporting and litigation system to ensure citizen participation in supervision. We hope that these countermeasures can provide useful ideas for citizens to participate in food safety supervision. The government and citizens work together to solve the food safety problem.
