【摘要】：目前,由于我國的工農(nóng)業(yè)以及生活用水污染排放增大、產(chǎn)業(yè)布局不合理,使得我國水污染的問題越來越嚴重。為了發(fā)展環(huán)保市場,吸引社會資本投入到污水治理行業(yè)中來,國務院印發(fā)下達了“水十條”污水治理的目標,各級政府從2015年持續(xù)的五年間需投資4-5萬億,帶來巨大的資金壓力。在這種背景下借鑒國外的“PPP”模式,吸引社會資本投入到能夠污水治理行業(yè)就成為一種有效的方法,不但能夠滿足環(huán)保治理需求,而且能夠解決地方政府的財務困境。文章共五個章節(jié),通過運用PPP理論基礎,從PPP項目融資、盈利、應收款回收、技術投入等幾個方面分析碧水源污水處理PPP項目,發(fā)現(xiàn)主要存在融資手段單一固定、盈利水平下降盈利能力不足、技術投入不夠缺乏技術專業(yè)人才、回款慢應收賬款規(guī)模持續(xù)擴大、營業(yè)收入不穩(wěn)定等問題。最后針對問題提出建議,從資產(chǎn)證券化、增加銀行貸款等方面增加融資,解決融資問題;通過開發(fā)新技術、捆綁開發(fā)、附帶銷售等措施,解決PPP項目盈利低、成本增加的問題。由于PPP模式在國內(nèi)還是個新事物,國內(nèi)學者對于這方面的研究還多集中在宏觀層面,政策、法律法規(guī)這些方面,較少涉及到公司層面的研究。文章從公司層面對PPP模式應用進行研究,研究公司在開展PPP項目時面臨的問題和原因,進而提出解決方案,解決公司實際問題。為同行業(yè)其他公司運用PPP模式提供借鑒經(jīng)驗,以免造成資源的浪費,實現(xiàn)最佳配置。
[Abstract]:At present, the problem of water pollution in China is becoming more and more serious because of the increase of industrial and agricultural and domestic water pollution discharge and the unreasonable industrial distribution. In order to develop the environmental protection market and attract social capital into the sewage treatment industry, The State Council issued and issued a target for sewage treatment of "10 articles of Water". Governments at all levels need to invest 4-5 trillion yuan in the five years from 2015, bringing enormous financial pressure. Under this background, we can learn from the "PPP" model of foreign countries. Attracting social capital into sewage treatment industry has become an effective method, not only to meet the needs of environmental protection and governance, but also to solve the financial distress of local governments. From the aspects of PPP project financing, profit, receivables recovery, technical input and so on, it is found that there is a single fixed financing method and insufficient profitability in the decline of profit level. Lack of technical investment, lack of technical expertise, continued expansion of the scale of slow accounts receivable, unstable operating income and other problems. Finally, suggestions were put forward to increase financing in terms of asset securitization and bank loans, etc. To solve the problem of financing; to solve the problem of low profit and increasing cost of PPP project by developing new technology, bundling development, incidental sales, etc. Because the PPP model is still a new thing in China, Domestic scholars mainly focus on the macro level, policy, laws and regulations, which rarely involve the research of the corporate level. This paper studies the application of PPP model from the corporate level. This paper studies the problems and causes faced by the company in carrying out the PPP project, and then puts forward solutions to solve the practical problems of the company. It provides reference experience for other companies in the same industry to use the PPP model, so as to avoid the waste of resources and realize the best allocation.
