【摘要】：城鎮(zhèn)職能與城鎮(zhèn)功能從廣義上來(lái)講都是指在國(guó)家或區(qū)域中所起的作用,所承擔(dān)的分工。城市功能是城市具備的如商貿(mào)、宜居、行政和文化功能,城市職能是對(duì)城市各種功能綜合以后,由突出功能形成的一種城市性質(zhì)。關(guān)于城鎮(zhèn)職能的研究,國(guó)外開(kāi)始的早,各個(gè)學(xué)科在20世紀(jì)初對(duì)城鎮(zhèn)職能進(jìn)行研究并提出了相關(guān)的分類指標(biāo)和方法。國(guó)內(nèi)的研究比較晚,研究新疆的就更少了。本文對(duì)新疆城鎮(zhèn)職能進(jìn)行研究,并對(duì)城鎮(zhèn)功能進(jìn)行評(píng)價(jià),有利于明確新疆各個(gè)城鎮(zhèn)的職能形成合理的職能分工,完善城鎮(zhèn)職能體系,更好的建設(shè)新疆的社會(huì)主義現(xiàn)代化。同時(shí),此研究有利于提升新疆整體經(jīng)濟(jì)發(fā)展的效率,充分地發(fā)揮城鎮(zhèn)的擴(kuò)散效應(yīng)和輻射引導(dǎo)功能,使新疆的城鎮(zhèn)職能更加有效,更加合理化。促進(jìn)新疆經(jīng)濟(jì)繁榮,社會(huì)向更好的方向發(fā)展,從而給西北五省的城鎮(zhèn)的經(jīng)濟(jì)、社會(huì)發(fā)展提供成功案例,帶動(dòng)其他城鎮(zhèn)的發(fā)展。文章先對(duì)新疆產(chǎn)業(yè)結(jié)構(gòu)和城鎮(zhèn)等級(jí)規(guī)模進(jìn)行分析,新疆第一二三產(chǎn)業(yè)的城鎮(zhèn)數(shù)量是最少的,第三二一產(chǎn)業(yè)是理想的產(chǎn)業(yè)結(jié)構(gòu)類型;通過(guò)城鎮(zhèn)職能分類,發(fā)現(xiàn)城鎮(zhèn)職能趨同性強(qiáng),趨異不足,表現(xiàn)在往往同一產(chǎn)業(yè)在較多城鎮(zhèn)或幾個(gè)產(chǎn)業(yè)在同一城鎮(zhèn)都被列為重點(diǎn)發(fā)展產(chǎn)業(yè),各城鎮(zhèn)職能專門化程度均較低,且分工不明的現(xiàn)象很明顯。職能分工不明確,城鎮(zhèn)職能專門化程度不均且較低,優(yōu)勢(shì)產(chǎn)業(yè)不夠突出,屬于強(qiáng)勢(shì)職能的行業(yè)很少,難以發(fā)揮城鎮(zhèn)對(duì)鄉(xiāng)村的作用。在城市中,吐魯番市的主導(dǎo)職能最多,有6個(gè),伊寧市有5項(xiàng)主導(dǎo)職能的行業(yè);哈密市、阿勒泰市、博樂(lè)市和喀什市沒(méi)有主導(dǎo)職能,視為綜合性城鎮(zhèn)�？h城中,具有3個(gè)及以上專門化職能的縣城有13個(gè),分別是鄯善、察布查爾錫伯自治縣、伊吾、伊寧縣、霍城、鞏留、昭蘇縣、尼勒克、新源縣、托克遜、和田縣、特克斯、策勒;具有2個(gè)專門化職能的縣城有疏附、塔什庫(kù)爾干縣、墨玉、于田縣、烏什、洛浦、民豐縣7個(gè);吉木薩爾、木壘哈薩克自治縣、和布克賽爾蒙古自治縣、布爾津縣、富蘊(yùn)、哈巴河、阿克陶縣、瑪納斯、吉木乃縣、柯坪、疏勒、伽師縣則有1個(gè)主導(dǎo)職能,其余27個(gè)縣城沒(méi)有主導(dǎo)職能。在縣城中,從城市整體而言,一般職能占30%,突出職能占50%,強(qiáng)勢(shì)職能占20%。縣城來(lái)看,一般職能占22.5%,突出職能占42.5%,強(qiáng)勢(shì)職能占35%。因此,需要進(jìn)行有效的城鎮(zhèn)職能分類,預(yù)防造成城鎮(zhèn)間產(chǎn)業(yè)結(jié)構(gòu)相同和資源浪費(fèi);接著運(yùn)用主成分分析城鎮(zhèn)功能并用因子分析法評(píng)價(jià)城鎮(zhèn)功能的主要影響因子,從綜合得分來(lái)看,烏魯木齊市得分最高,其次是克拉瑪依、和田、哈密、吉木薩爾、昌吉、阜康、瑪納斯、喀什和若羌縣。這些地方發(fā)展相對(duì)較好,城鎮(zhèn)某些功能較強(qiáng),對(duì)周圍城市有促進(jìn)作用。通過(guò)對(duì)城鎮(zhèn)職能研究發(fā)現(xiàn),新疆綜合性城鎮(zhèn)較多,專門化職能城鎮(zhèn)少于綜合性城鎮(zhèn),有一項(xiàng)以上主導(dǎo)職能的大多是區(qū)域的主要城鎮(zhèn),有突出和強(qiáng)勢(shì)職能的城鎮(zhèn)也較少。

The Xinjiang urban functions are studied, and the evaluation of the urban function, to clear all Xinjiang the function of the cities and towns to form rational functions, perfecting the urban function system, better the construction of socialist modernization in Xinjiang. At the same time, this study will help to improve the efficiency of Xinjiang's overall economic development, charging To play the diffusion effect and radiation town guide function, make Xinjiang's urban function is more effective and more reasonable. To promote Xinjiang's economic prosperity and social development to a better direction to the northwest five provinces urban economic and social development, to provide the successful case, drive the development of other towns. The article first carries on the analysis to Xinjiang the industrial structure and urban scale, the number of towns in Xinjiang in the 123 industry is the least, the 321 industry is the ideal type of industrial structure; the urban function classification, urban function strong convergence, divergence is insufficient, often in the same industry in the town more or a few industries in the same town has been listed as focus on the development of industry, the urban functional specialization level low, and unclear division of the phenomenon is very obvious. The division of functions is not clear, the town functional specialization uneven and low yield advantage The industry is not prominent, belongs to the strong functions of the industry is very few, it is difficult to play a role in the rural town. In the city, the leading function of Turpan City, 6, Yining city has 5 dominant functions of the industry; Aletai City, Hami City, Kashi City, Bole City, and no dominant functions, as a comprehensive town. In the county, with 3 or more specialized functions of the county has 13, namely Shanshan, Yiwu, Yining Qapqal Xibe Autonomous County, county, Gongliu, Ho, Zhaosu County, Nilka, Xinyuan County, Hotan County, Tockson, the Turks, Qira; has 2 specialized functions of the county of Shufu, Taxkorgan County, Moyu, Yutian County, Wushi, Luopu, Minfeng County 7; Jimsar, Mori Kazak Autonomous County, Hoboksar Mongol Autonomous County, Buerjin County, Habahe, Fuyun, Akto County, Manasi County, Jimunai, Shule, Keping, Jiashi county has 1 Main The guide function, the remaining 27 counties in the county. The urban function research found that more comprehensive Xinjiang Town, specialized towns less than comprehensive urban functions, Most of the leading functions are major towns in the region, and there are fewer towns with prominent and strong functions.
