【摘要】：中央政府把簡政放權(quán)作為釋放改革紅利、打造中國經(jīng)濟(jì)升級版的重要舉措,該政策的實(shí)施效果直接關(guān)系到全面深化改革的成敗。在理清簡政放權(quán)政策改革邏輯的基礎(chǔ)上,分析了簡政放權(quán)政策執(zhí)行中的利益博弈和實(shí)施困境,探討了審計(jì)對簡政放權(quán)政策落實(shí)的治理功能與優(yōu)化路徑,認(rèn)為國家審計(jì)應(yīng)主動(dòng)適應(yīng)國家治理現(xiàn)代化的要求,有效監(jiān)督簡政放權(quán)政策的執(zhí)行落實(shí)情況,努力保障全面深化改革的扎實(shí)推進(jìn)。
[Abstract]:The central government regards the decentralization of government power as an important measure to release the reform dividend and create an upgraded version of China's economy. The implementation effect of this policy is directly related to the success or failure of comprehensively deepening the reform. This paper analyzes on the interest game and implementation dilemma in the implementation of the decentralization policy, probes into the governance function and optimized path of the implementation of the policy, and points out that the state audit should actively adapt to the requirements of the modernization of national governance. We will effectively supervise the implementation of the policy of decentralization and strive to ensure solid progress in comprehensively deepening the reform.
