【摘要】：作為一種新興的城市管理模式,數(shù)字化城市管理模式在先進(jìn)發(fā)達(dá)國(guó)家受到廣泛關(guān)注,并且我國(guó)正在全國(guó)范圍內(nèi)推廣建設(shè)。城市管理本身具有點(diǎn)多面廣,涉及多個(gè)職能部門和相關(guān)單位的特點(diǎn),因此,對(duì)數(shù)字化城市管理進(jìn)行研究是很有必要的。數(shù)字城管項(xiàng)目對(duì)L縣來(lái)說(shuō)是新鮮事物,但同時(shí)也是L縣城市管理理念和模式的重要轉(zhuǎn)折點(diǎn)。稱之為L(zhǎng)縣城市管理歷史上的里程碑式項(xiàng)目亦不為過(guò)。作為國(guó)家級(jí)貧困縣的L縣上馬數(shù)字城管項(xiàng)目可以稱之為勇于創(chuàng)新。從項(xiàng)目的起源決策,到招標(biāo)采購(gòu),再到著手建設(shè),最后到試運(yùn)行順利通過(guò)初步驗(yàn)收投入使用,本人都投入了高度的關(guān)注。本文根據(jù)L縣的縣情,結(jié)合數(shù)字城管項(xiàng)目特點(diǎn),總結(jié)出清晰的業(yè)務(wù)需求是成功開(kāi)展范圍管理的關(guān)鍵一步,要第一時(shí)間收集和梳理項(xiàng)目業(yè)務(wù)需求。應(yīng)當(dāng)認(rèn)真對(duì)待范圍核實(shí),這是修正范圍定義的重要機(jī)會(huì)。需求的收集分析對(duì)于項(xiàng)目管理來(lái)說(shuō)應(yīng)當(dāng)放在基礎(chǔ)的位置上,而合理的運(yùn)用科學(xué)的技術(shù)和方法,則是做好需求收集分析的必須要求。范圍變更應(yīng)當(dāng)以制度和流程予以控制,有效的控制變更,會(huì)極大的明確范圍,保障項(xiàng)目按計(jì)劃推進(jìn)。與一般的項(xiàng)目對(duì)比,數(shù)字城管擁有業(yè)務(wù)范圍廣、涉及單位多、技術(shù)含量高、資金投入大、保密性能高等特征,同時(shí)又受到機(jī)構(gòu)設(shè)置、人員編制數(shù)額、領(lǐng)導(dǎo)意志變化等諸多限制,更為重要的是與城市管理高度融合,關(guān)系到城市發(fā)展和居民切身生活。所吸引到的高度關(guān)注性,疊加上政府項(xiàng)目的不可失敗要求,種種原因使得風(fēng)險(xiǎn)管理工作范圍廣、深度大,工作量大而復(fù)雜。本文嘗試從風(fēng)險(xiǎn)識(shí)別和應(yīng)對(duì)方面進(jìn)行研究,以定量分析為主,適當(dāng)結(jié)合定性分析,做出了較為細(xì)致的敘述。論文的本質(zhì)是想通過(guò)對(duì)項(xiàng)目建設(shè)全過(guò)程中的風(fēng)險(xiǎn)管理和范圍管理進(jìn)行分析研究,為第二階段擴(kuò)展到重點(diǎn)鄉(xiāng)鎮(zhèn)提供幫助。也為省內(nèi)國(guó)內(nèi)其他城市,尤其是原為經(jīng)濟(jì)不發(fā)達(dá)乃至經(jīng)濟(jì)落后、受限于落后的管理模式,適應(yīng)不了當(dāng)下快速發(fā)展的經(jīng)濟(jì)形勢(shì)的縣區(qū)一級(jí)城市,提供一定的參考作用。
[Abstract]:As a new urban management model, digital urban management model has received extensive attention in advanced developed countries, and our country is promoting construction throughout the country. Urban management itself has a wide range of points. Involving the characteristics of many functional departments and related units, it is necessary to study the digital city management. Digital urban management project is new to L county. But at the same time, it is also an important turning point of the concept and mode of urban management in L county. The landmark project in the history of urban management in L county can not be called too much. As a national poor county, the digital urban management project in L county can be called "digital urban management project". For innovation. From the origin of the project decision. To the bidding procurement, and then to start construction, and finally to the trial operation smoothly through the preliminary acceptance put into use, I have invested a high degree of concern. According to the county situation of L County, combined with the characteristics of digital urban management project. Summing up clear business requirements is a key step in the successful implementation of scope management, the first time to collect and comb the project business requirements. Scope verification should be taken seriously. This is an important opportunity to revise the definition of scope. The collection and analysis of requirements should be based on the position of project management and the rational use of scientific techniques and methods. The scope change should be controlled by system and process. Effective control of the change will greatly clear the scope of the project as planned. Compared with the general project. Digital urban management has a wide range of business, involving a large number of units, high technical content, large capital investment, high security performance and other characteristics. At the same time, it is also limited by the establishment of institutions, the amount of personnel establishment, the change of leadership will and so on. More importantly, it is highly integrated with urban management, related to the development of the city and residents' personal life. It attracts a high degree of concern, superimposed on the government project can not fail. A variety of reasons make risk management work wide, deep, workload large and complex. This paper attempts to identify and deal with the risk from the aspects of research, mainly quantitative analysis, the appropriate combination of qualitative analysis. The essence of this paper is to analyze and study the risk management and scope management in the whole process of project construction. For the second stage to expand to key towns to provide help. Also for other cities in the province, especially for the economic underdevelopment and even economic backwardness, limited by the backward management model. Can not adapt to the current rapid economic development of the county and district level cities, to provide a certain reference.
