北京市石景山區(qū)保障房土地供應(yīng)問(wèn)題研究

【摘要】:北京作為首都,是我國(guó)的政治經(jīng)濟(jì)文化中心,北京市的城市化發(fā)展已走在國(guó)際化都市的前列。隨著進(jìn)入北京的人口數(shù)量飛速增長(zhǎng),北京市居民住房安居保障需求越來(lái)越旺盛,這直接導(dǎo)致了房?jī)r(jià)的持續(xù)暴漲。城市需要加快建設(shè),土地的重要性凸現(xiàn)出來(lái)。面對(duì)房子的高不可攀,北京市大部分中低收入的家庭已無(wú)法負(fù)擔(dān)起沉重的房?jī)r(jià),沒(méi)有辦法在房地產(chǎn)市場(chǎng)獲得自己的住房。居民保障和城市發(fā)展之間的矛盾逐漸顯現(xiàn)出來(lái),政府需要解決的問(wèn)題更加多元化。面對(duì)居民的住房壓力,北京市政府一直在加大保障型住房供給,幫助社會(huì)解決低收入家庭的住房問(wèn)題,但土地供應(yīng)是保障性住房供應(yīng)的根本所在,對(duì)于建設(shè)保障性住房起著關(guān)鍵作用,要想解決保障性住房供應(yīng),首先就要解決土地供應(yīng)問(wèn)題。無(wú)論是早期的經(jīng)濟(jì)適用房還是現(xiàn)在的自住型商品房,住房建設(shè)都需要在土地資源供應(yīng)的基礎(chǔ)之上來(lái)實(shí)施。住房保障問(wèn)題已然成為當(dāng)今社會(huì)討論最激烈的主要問(wèn)題,處理不當(dāng)極易引起社會(huì)動(dòng)亂,保障性住房在保障民生的同時(shí)也會(huì)損害到一部分政府的利益,要想將保障性住房的保障職能順利實(shí)施下去,就必須要解決各種土地供應(yīng)的問(wèn)題。本文首先對(duì)國(guó)內(nèi)外有關(guān)保障類住房土地供應(yīng)方面的研究進(jìn)行綜述,然后對(duì)現(xiàn)階段北京市保障性住房的土地供應(yīng)情況進(jìn)行了分析總結(jié),同時(shí)因北京市政府將石景山區(qū)作為首鋼總公司、北京軍區(qū)的服務(wù)行政區(qū),這與北京市服務(wù)中央的定位極其相似,故作者選定該區(qū)域作為典型案例進(jìn)行系統(tǒng)分析,以點(diǎn)概面來(lái)研究保障性住房土地供應(yīng)環(huán)節(jié)中易出現(xiàn)的幾類制約保障性住房土地供應(yīng)效率的關(guān)鍵性問(wèn)題。分析中將采用系統(tǒng)分析法、實(shí)證分析法等方法,在得到問(wèn)題產(chǎn)生的現(xiàn)狀結(jié)論后,深入研究其背后隱含的真實(shí)原因,或利益糾紛,或權(quán)力糾葛。最后結(jié)合本人的實(shí)際工作經(jīng)驗(yàn),對(duì)北京市石景山區(qū)保障性住房土地供應(yīng)現(xiàn)在的問(wèn)題進(jìn)行充分剖析,再結(jié)合國(guó)內(nèi)外的相關(guān)成功經(jīng)驗(yàn),對(duì)北京市石景山區(qū)保障性住房土地供應(yīng)工作提出具體整改建議和措施。本文研究的問(wèn)題惠及民生,具有一定的實(shí)際意義。
[Abstract]:As the capital of China, Beijing is the political, economic and cultural center of our country. The urbanization of Beijing has been in the forefront of the international city. The housing security demand of Beijing residents is more and more vigorous, which directly leads to the continuous rise of house prices. The city needs to speed up the construction, the importance of land is prominent. Most low- and middle-income families in Beijing can no longer afford the heavy housing prices and can not get their own housing in the real estate market. The contradiction between residents' security and urban development is gradually emerging. The government needs to solve more diversified problems. In the face of housing pressure, the Beijing municipal government has been increasing the supply of secure housing to help the society solve the housing problem of low-income families. But the supply of land is the fundamental of the supply of affordable housing, which plays a key role in the construction of affordable housing, in order to solve the supply of affordable housing. The first thing to do is to solve the problem of land supply, whether in the early days of comfortable housing or now in the form of self-occupied commercial housing. Housing construction needs to be implemented on the basis of the supply of land resources. Housing security has become the most heated social issues in today's society, and mishandling is easy to cause social unrest. Affordable housing in the protection of people's livelihood will also harm the interests of a part of the government, to ensure the smooth implementation of the security function of housing. It is necessary to solve all kinds of land supply problems. Firstly, this paper summarizes the research on the housing land supply at home and abroad. At the same time, the Beijing municipal government regards Shijingshan District as the service district of Shougang Corporation and Beijing military region. This is very similar to the location of Beijing central service center, so the author selected this area as a typical case for systematic analysis. In this paper, the author studies the key problems that restrict the efficiency of the land supply of the indemnificatory housing. The system analysis method and the empirical analysis method will be used in the analysis. After getting the conclusion of the present situation, the author deeply studies the real reasons behind the problem, or the disputes of interests, or the power disputes. Finally, it combines with my practical work experience. This paper makes a full analysis of the current problems in the supply of affordable housing land in Shijingshan District, Beijing, and combines the relevant successful experiences at home and abroad. This paper puts forward concrete suggestions and measures for the supply of affordable housing land in Shijingshan District of Beijing. The problems studied in this paper benefit people's livelihood and have certain practical significance.
