【摘要】：改革開放以來,我國城鎮(zhèn)化建設(shè)的成就舉世矚目。隨著21世紀(jì)我國進(jìn)入城鎮(zhèn)化加速發(fā)展時(shí)期,"城市病"問題日益嚴(yán)峻。為解決城市發(fā)展難題,實(shí)現(xiàn)城市可持續(xù)發(fā)展,建設(shè)智慧城市已成為當(dāng)今世界城市發(fā)展不可逆轉(zhuǎn)的歷史潮流。城市供水行業(yè)作為傳統(tǒng)產(chǎn)業(yè),更是城市公共服務(wù)的重要組成部分。隨著科技進(jìn)步以及互聯(lián)網(wǎng)的發(fā)展,人們對于城市供水服務(wù)不再滿足于傳統(tǒng)的服務(wù)模式,而是提出了更高的要求。在智慧城市背景下優(yōu)化城市供水服務(wù)具有重要性和緊迫性,對于推進(jìn)城市公共服務(wù)的發(fā)展,提升供水服務(wù)質(zhì)量和管理水平等具有重要意義。2013年1月國家住房城鄉(xiāng)建設(shè)部公布確定了 90個(gè)城市(區(qū)、鎮(zhèn))為創(chuàng)建國家智慧城市第一批試點(diǎn),福州市為國家首批智慧城市試點(diǎn)之一。智慧供水是智慧城市的重要組成部分,提供現(xiàn)代化、優(yōu)質(zhì)、高效的供水服務(wù)是公眾的迫切需求,因此,以福州市作為智慧城市背景下優(yōu)化供水服務(wù)的研究對象具有典型性和代表性。本文首先理清了智慧城市、城市供水服務(wù)的概念。其次,從公共服務(wù)、社會責(zé)任等角度闡述了智慧城市背景下優(yōu)化福州市供水服務(wù)的重要意義。緊接著,通過對福州市供水企業(yè)、供水服務(wù)現(xiàn)狀進(jìn)行了調(diào)查,分析了智慧城市背景下優(yōu)化城市供水服務(wù)的問題及成因;運(yùn)用案例分析法,簡要總結(jié)日本、澳大利亞等國外,濟(jì)南、杭州等國內(nèi)一些城市城市供水服務(wù)運(yùn)用互聯(lián)網(wǎng)和信息技術(shù)的典型做法和經(jīng)驗(yàn)。最后以公共服務(wù)理論為指導(dǎo),結(jié)合我國國情,就智慧城市背景下優(yōu)化福州市供水服務(wù)提出針對性的解決對策,主要包括:健全信息化化設(shè)施,保障供水質(zhì)量安全;加強(qiáng)政府?dāng)?shù)字化管理,優(yōu)化供水服務(wù)手段;政企共同創(chuàng)新智能化平臺,豐富供水服務(wù)模式;加強(qiáng)網(wǎng)絡(luò)化教育,提高公共服務(wù)人員素質(zhì)。
[Abstract]:Since the reform and opening up, the achievements of urbanization construction in China have attracted worldwide attention. With the rapid development of urbanization in 21th century, the problem of "urban disease" has become increasingly serious. In order to solve the problem of urban development. To realize the sustainable development of cities and to build intelligent cities has become an irreversible historical trend of urban development in the world today. Urban water supply industry is a traditional industry. With the progress of science and technology and the development of the Internet, people are no longer satisfied with the traditional service model for urban water supply services. It is important and urgent to optimize urban water supply service in the context of intelligent city, which is very important to promote the development of urban public service. In January 2013, the Ministry of Housing and Urban-Rural Construction announced 90 cities (districts, towns) as the first batch of pilot projects to create national intelligent cities. Fuzhou is one of the first pilot projects of intelligent cities in China. Intelligent water supply is an important part of intelligent cities. It is an urgent need for the public to provide modern, high-quality and efficient water supply services. Taking Fuzhou as the research object of optimizing water supply service in the context of intelligent city is typical and representative. Firstly, this paper clarifies the concept of intelligent city and urban water supply service. Secondly, from the public service. The important significance of optimizing Fuzhou water supply service under the background of intelligent city is expounded from the angle of social responsibility. Then, through the investigation of Fuzhou water supply enterprise, the present situation of water supply service is investigated. The problems and causes of optimizing urban water supply service under the background of intelligent city are analyzed. Using the method of case analysis, a brief summary of Japan, Australia and other foreign countries, Jinan. The typical practice and experience of using Internet and information technology in water supply service of some cities in Hangzhou and other cities in China. Finally, the theory of public service is taken as the guide, combined with the national conditions of our country. To optimize the water supply service of Fuzhou under the background of intelligent city, this paper puts forward some countermeasures, including: perfecting the information facilities to ensure the quality and safety of water supply; Strengthen the government digital management, optimize the means of water supply service; The government and enterprise jointly innovate the intelligent platform, enrich the water supply service mode; Strengthen network education, improve the quality of public service personnel.
