代建模式下的S拆遷安置房項(xiàng)目成本控制研究

【摘要】:隨著國(guó)家近幾年一系列調(diào)控政策的出臺(tái),房地產(chǎn)行業(yè)的黃金時(shí)代逐漸遠(yuǎn)去。融資和銷(xiāo)售的雙重壓力,使很多房地產(chǎn)企業(yè)的經(jīng)營(yíng)風(fēng)險(xiǎn)加大,尤其是中小型房地產(chǎn)公司。但是,在城市化進(jìn)程逐漸加快的時(shí)代背景下,政府保障性住房代建項(xiàng)目的空前火熱給中小型房地產(chǎn)公司帶來(lái)了新的發(fā)展機(jī)會(huì)。不同的是,政府代建項(xiàng)目利潤(rùn)微薄且有投資上限,如果成本控制失效,代建方不僅無(wú)利可圖還可能遭受損失。所以,在代建項(xiàng)目中房地產(chǎn)公司粗放的經(jīng)營(yíng)模式已不再適用,只有順應(yīng)時(shí)代發(fā)展,意識(shí)到成本控制的重要性,逐步向精細(xì)化的成本管理轉(zhuǎn)變才能立足。本文以S拆遷安置房項(xiàng)目為研究對(duì)象,從代建方即A房地產(chǎn)公司的角度,運(yùn)用理論與案例相結(jié)合的方法,對(duì)代建模式下的S拆遷安置房項(xiàng)目成本控制的現(xiàn)狀和存在的問(wèn)題進(jìn)行研究,以期提出有效的成本控制對(duì)策,使S拆遷安置房項(xiàng)目的成本最終能夠控制在投資限額內(nèi),同時(shí)為以后類(lèi)似項(xiàng)目的成本控制提供借鑒。本文首先介紹了研究的背景、目的及意義,同時(shí)通過(guò)回顧相關(guān)文獻(xiàn),確定本文的研究方法及思路;其次對(duì)相關(guān)概念和理論基礎(chǔ)進(jìn)行介紹,為案例部分的研究做鋪墊;再次,引入本文要研究的案例,通過(guò)對(duì)代建模式下的S拆遷安置房項(xiàng)目成本控制的重點(diǎn)進(jìn)行分析,引出本文要重點(diǎn)研究的成本項(xiàng)目;最后對(duì)S拆遷安置房項(xiàng)目重點(diǎn)成本的控制現(xiàn)狀和問(wèn)題進(jìn)行分析,并提出相應(yīng)的對(duì)策,其中將價(jià)值工程法、掙值法等方法引入S拆遷安置房項(xiàng)目的成本控制對(duì)策中,以期獲得好的效果。通過(guò)對(duì)代建模式下的S拆遷安置房項(xiàng)目成本控制問(wèn)題的研究,本文認(rèn)為按重要程度對(duì)本項(xiàng)目成本進(jìn)行劃分,采用主要成本控制為主,次要成本控制為輔的原則將對(duì)該項(xiàng)目成本控制起到事半功倍的效果。在拆遷補(bǔ)償階段要做好相關(guān)的服務(wù)與溝通工作,必要時(shí)可借助政府等力量協(xié)調(diào);在設(shè)計(jì)階段要重視設(shè)計(jì)單位的選擇,充分調(diào)動(dòng)設(shè)計(jì)單位成本控制的積極性,同時(shí)可通過(guò)有效的方法以及各方的層層把關(guān)使設(shè)計(jì)方案盡量最優(yōu);在招標(biāo)階段要在合理程序的基礎(chǔ)上重視招投標(biāo)文件的審查,建立適宜的評(píng)標(biāo)體系,同時(shí)還要保證合同的完整和嚴(yán)謹(jǐn);施工階段應(yīng)進(jìn)行動(dòng)態(tài)的成本控制,注重簽證變更的管理。
[Abstract]:With the introduction of a series of regulation and control policies in recent years, the golden age of the real estate industry has gradually gone. The double pressure of financing and sales has increased the operating risk of many real estate enterprises. Especially small and medium-sized real estate companies. However, in the context of the accelerating process of urbanization. The unprecedented enthusiasm of the government-supported housing construction project has brought new development opportunities to small and medium-sized real estate companies. The difference is that the government agency project profit is meagre and there is an investment cap if cost control fails. Therefore, the extensive business model of real estate companies is no longer applicable, only to conform to the development of the times and realize the importance of cost control. This paper takes S demolition and resettlement project as the research object, from the perspective of A real estate company, using the method of combining theory and case. In order to put forward effective cost control countermeasures, the paper studies the current situation and existing problems of the cost control of S demolition and resettlement house under the mode of agency construction. So that the cost of S relocation housing project can ultimately be controlled within the investment limit, at the same time for similar projects in the future to provide a reference for cost control. Firstly, this paper introduces the background, purpose and significance of the study. At the same time, through the review of relevant literature, determine the research methods and ideas of this paper; Secondly, the related concepts and theoretical basis are introduced to pave the way for the case study. Thirdly, introduce the case to be studied in this paper, through the analysis of the cost control of the S demolition and resettlement house project under the mode of agency construction, lead to the cost project that this paper will focus on. Finally, the paper analyzes the current situation and problems of the key cost control of S demolition and resettlement house project, and puts forward the corresponding countermeasures, among which the value engineering method is put forward. The earned value method and other methods are introduced into the cost control strategy of the S-demolition resettlement house project in order to obtain good results. Through the research on the cost control problem of the S-demolition resettlement house project under the substitute construction mode. In this paper, according to the importance of the project cost is divided, the main cost control is adopted. The principle of secondary cost control will have a double effect on the cost control of the project. In the stage of demolition and compensation, we should do a good job of service and communication, if necessary, we can help the government and other forces to coordinate; In the design stage, we should pay attention to the selection of the design unit, fully mobilize the enthusiasm of the cost control of the design unit, and at the same time, we can make the design scheme as best as possible through effective methods and layers of checks. In the bidding stage, we should pay attention to the examination of bidding documents on the basis of reasonable procedure, establish a suitable bid evaluation system, and at the same time ensure the integrity and rigor of the contract; Dynamic cost control and visa change management should be carried out in construction stage.
