【摘要】：伴隨著科學(xué)技術(shù)進(jìn)步、信息時(shí)代發(fā)展及全球化深化,大都市區(qū)在全球迅速崛起。大都市區(qū)不僅是城市化進(jìn)一步發(fā)展的結(jié)果,而且是區(qū)域社會(huì)經(jīng)濟(jì)發(fā)展的重要載體,已經(jīng)成為區(qū)域經(jīng)濟(jì)發(fā)展的引擎和具有全球影響力的重要單元。早在1997年,德國部長(zhǎng)聯(lián)席會(huì)議(MKRO)就做出決議要確定"在德國和歐洲空間發(fā)展中具有重要意義的德國主要大都市區(qū)"。通過近二十年的發(fā)展,德國已經(jīng)建設(shè)成以萊茵魯爾大都市區(qū)等為代表的11個(gè)大都市區(qū),在歐洲和全球大都市區(qū)網(wǎng)絡(luò)中占有重要地位。在中國,改革開放以來城鎮(zhèn)化水平持續(xù)快速提高,預(yù)計(jì)2020年將達(dá)到60%,城市已經(jīng)成為經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步和綜合國力提高的核心載體。本文遵循"理論回顧-現(xiàn)狀分析-原因探索-經(jīng)驗(yàn)總結(jié)-政策啟示"的思路。首先,界定大都市區(qū)區(qū)域治理與協(xié)作的概念,總結(jié)大都市區(qū)分布形態(tài)理論、空間結(jié)構(gòu)理論以及大都市區(qū)區(qū)域治理理論。在此基礎(chǔ)上,從發(fā)展歷程、形態(tài)結(jié)構(gòu)和功能三方面分析德國大都市區(qū)的發(fā)展現(xiàn)狀,對(duì)萊茵魯爾大都市區(qū)展開分析。德國的空間規(guī)劃與大都市區(qū)發(fā)展相輔相成,在分析德國空間規(guī)劃的體系、內(nèi)容和流程后,進(jìn)一步梳理了萊茵魯爾大都市區(qū)的空間規(guī)劃實(shí)踐。從大都市區(qū)層面、次區(qū)域?qū)用妗⒊鞘袑用鎸?duì)萊茵魯爾大都市區(qū)的治理與協(xié)作系統(tǒng)進(jìn)行分析、總結(jié)和評(píng)價(jià),同時(shí)也提及了一些特殊類型的區(qū)域治理活動(dòng)。在簡(jiǎn)要總結(jié)了中國城鎮(zhèn)化過程中的四大問題后,將德國經(jīng)驗(yàn)因地制宜,提出對(duì)發(fā)展具有中國特色的區(qū)域協(xié)調(diào)機(jī)制和城鎮(zhèn)化模式的建議。德國經(jīng)驗(yàn)對(duì)我國大都市區(qū)發(fā)展的啟示:國家通過頂層的制度和政策設(shè)計(jì)指引大都市區(qū)的發(fā)展,并作為協(xié)調(diào)人,促進(jìn)各大都市區(qū)形成一個(gè)有機(jī)整體。打造多中心大都市區(qū)的差異性優(yōu)勢(shì),各省份、各都市區(qū)不僅要"因己地制宜",而且要"因他地制宜",進(jìn)行差異化規(guī)劃和布局。設(shè)立具有話語權(quán)和執(zhí)行力的區(qū)域規(guī)劃?rùn)C(jī)構(gòu),采取項(xiàng)目制和責(zé)任制,將生態(tài)、文化、交通、投資等各個(gè)規(guī)劃議題細(xì)分到責(zé)任人員或團(tuán)隊(duì),同時(shí)發(fā)改委進(jìn)行跟蹤和監(jiān)督。完善多主體多方式的區(qū)域治理機(jī)制,充分調(diào)動(dòng)各地方、企業(yè)、團(tuán)體和個(gè)人的積極性。開發(fā)特定項(xiàng)目盤活區(qū)域合作,以2016杭州G20峰會(huì)等為契機(jī)完善基礎(chǔ)設(shè)施、整合發(fā)展資源和推動(dòng)區(qū)域合作。
