【摘要】：延遲退休政策從2015年以來(lái),一直是深受民眾關(guān)注的焦點(diǎn)問(wèn)題,同時(shí)也是政府工作改革的重點(diǎn)之一。一方面,隨著老齡化問(wèn)題的不斷加劇,國(guó)家的社�；鹑笨谝苍诓粩鄶U(kuò)大,國(guó)家財(cái)政經(jīng)受著越來(lái)越大的考驗(yàn),現(xiàn)行的退休政策已經(jīng)不符合國(guó)家經(jīng)濟(jì)的發(fā)展和經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn)型要求。而在另一個(gè)方面,在習(xí)慣了數(shù)十年的既定退休政策之后,人民群眾對(duì)于延遲退休的政策仍抱有質(zhì)疑和困惑。在大大小小的民意調(diào)查中,人們最關(guān)心的問(wèn)題之一就是延遲退休會(huì)不會(huì)導(dǎo)致原本就困難的就業(yè)變得更加不易。延遲退休對(duì)于就業(yè)有沒(méi)有影響,有著什么樣的影響,這一問(wèn)題既關(guān)乎到延遲退休政策的實(shí)施和調(diào)整,也關(guān)乎到民生問(wèn)題的民主決策和社會(huì)安定。作為社會(huì)關(guān)注的一個(gè)重要問(wèn)題,延遲退休對(duì)于就業(yè)的影響,就是本文研究的方向所在。根據(jù)要進(jìn)行研究的課題和思路,文章主要以下面的結(jié)構(gòu)呈現(xiàn):在摘要之后的第一章里,主要介紹了這篇文章的寫(xiě)作背景,研究意義以及相關(guān)的文獻(xiàn)綜述。第二章將主要從理論上去分析新退休政策將會(huì)對(duì)就業(yè)產(chǎn)生的影響。同時(shí),我們將充分考慮就業(yè)的影響機(jī)制,考察退休政策對(duì)這些機(jī)制的影響,最后綜合評(píng)估延遲退休政策對(duì)于就業(yè)的影響。在第三章,將會(huì)主要介紹我國(guó)退休政策的演進(jìn)以及發(fā)展到現(xiàn)在所面臨的問(wèn)題所在,并闡述實(shí)施漸進(jìn)式退休政策的必要性。第四章則會(huì)通過(guò)建立模型的方式,從數(shù)量分析的角度去驗(yàn)證我們?cè)谏弦徽轮兴龀龅耐茰y(cè)。遵循上一章我們的分析,我們將建立一個(gè)以就業(yè)率為因變量,各個(gè)影響機(jī)制為自變量的模型方程,通過(guò)回歸分析考察退休政策的正反作用,并得出綜合結(jié)論。第五章則結(jié)合之前的分析,為我國(guó)即將到來(lái)的延遲退休時(shí)代提出在就業(yè)方面的政策建議。本文的創(chuàng)新之處是運(yùn)用理論和實(shí)證模型去考察延遲退休對(duì)于就業(yè)的影響,并根據(jù)結(jié)果對(duì)于國(guó)家層面和個(gè)人層面提出相關(guān)的建議。
[Abstract]:Since 2015, the delayed retirement policy has been the focus of public attention, but also one of the key points of the government work reform. On the one hand, with the aging of the continuous increase in the problem. The gap of the national social security fund is also expanding, the national finance is withstanding more and more big test, the current retirement policy already does not accord with the national economy development and the economic structure transformation request. But in another aspect. After getting used to decades of established retirement policies, the public remains sceptical and confused about the policy of delaying retirement. In opinion polls, large and small. One of the biggest concerns is whether a delay in retirement will make it harder to get a job that is already difficult. This problem not only relates to the implementation and adjustment of the delayed retirement policy, but also to the democratic decision-making and social stability of livelihood issues. As an important issue of social concern, the impact of late retirement on employment. Is the direction of this study. According to the research topics and ideas, the article is presented as the following structure: in the first chapter after the summary, mainly introduces the writing background of this article. The second chapter will analyze the impact of the new retirement policy on employment. At the same time, we will fully consider the employment impact mechanism. To investigate the impact of retirement policies on these mechanisms, and finally to assess the impact of delayed retirement policies on employment. Chapter three. Will mainly introduce the evolution of China's retirement policy and the problems faced by the development to now, and explain the necessity of implementing progressive retirement policy. Chapter 4th will be through the establishment of a model. From the perspective of quantitative analysis to verify our assumptions made in the previous chapter. In accordance with our analysis in the previous chapter, we will establish a model equation with the employment rate as a dependent variable and the influence mechanisms as independent variables. Through regression analysis, the positive and negative effects of retirement policy are investigated, and a comprehensive conclusion is drawn. Chapter 5th is combined with the previous analysis. The innovation of this paper is the use of theoretical and empirical models to investigate the impact of delayed retirement on employment. And based on the results of the national level and the individual level of relevant recommendations.
