【摘要】：中國(guó)自然資源產(chǎn)權(quán)變革的方向是矯正產(chǎn)權(quán)交易市場(chǎng)中出現(xiàn)的市場(chǎng)定價(jià)機(jī)制缺位、自然資源資產(chǎn)成本構(gòu)成失衡等市場(chǎng)失靈現(xiàn)象,變革的目標(biāo)是革除造成自然資源租值耗散的制度。以租值耗散理論為視角,探究現(xiàn)有自然資源產(chǎn)權(quán)制度缺陷的原由正是自然資源產(chǎn)權(quán)虛置和價(jià)格管制。構(gòu)筑包括權(quán)責(zé)明確的產(chǎn)權(quán)、高效便捷的交易平臺(tái)、行之有效的產(chǎn)權(quán)糾紛化解機(jī)制在內(nèi)的自然資源資產(chǎn)產(chǎn)權(quán)基礎(chǔ)設(shè)施和供給規(guī)范的自然資源資產(chǎn)產(chǎn)權(quán)宏觀管理環(huán)境,是規(guī)制自然資源租值耗散難題的必要措施。
[Abstract]:The direction of the reform of natural resource property rights in China is to correct the market failure phenomena such as the absence of market pricing mechanism and the imbalance of natural resource asset cost composition. The aim of the reform is to eliminate the system that results in the consumption of rent value of natural resources from the perspective of the theory of rent-value dissipation. To explore the defects of the existing natural resource property rights system is the natural resources property rights false and price control, including the establishment of clear rights and responsibilities of property rights, efficient and convenient trading platform. It is necessary to regulate the dissipation of natural resources rent value by effective property right dispute resolution mechanism including property right infrastructure of natural resource assets and macro-management environment of natural resource asset property right.
