多維視角下中國低碳經濟發(fā)展的激勵機制與治理模式研究

文章摘要：低碳經濟發(fā)展模式的實現及運行效率直接受到社會公眾消費習慣、企業(yè)生產的經營倫理與社會責任以及政府的發(fā)展理念的影響和制約。在中國當前的形勢下，應將低碳經濟發(fā)展模式置于多維視角中進行分析。故此，低碳經濟的發(fā)展既有賴于各級地方政府、企業(yè)與消費者之間的通力合作，也得益于城市、區(qū)域與國家三者的有機協(xié)調，，其最終效果則依賴于外部激勵機制構建�；诖�，本文構建了三重約束下低碳經濟發(fā)展激勵機制的四力模型，并提出激勵導向的低碳經濟發(fā)展治理模式以及政府為主導的低碳發(fā)展政策建議。

Abstr：The operation efficiency and the realization of low - carbon economic development mode are directly affected and limited by social public consumption custom, business operation ethic, social responsibilities, and government＇ s development ideas. In review of the current situation in China, this low - carbon economic development mode should be analyzed from multi - dimension perspectives. Therefore, low - carbon economic development not only depends on the cooperation of local governments, enterprises and consumers, but also benefits from the organic coordination of cities, regions and the state. However, the final performance depends on the construction of external incentive mechanism. Based on this, this paper develops a four - force model of the incentive mechanism of low - carbon economic development under three constraints. It also brings about the governance mode of incentive - oriented low - carbon economic development and some government - led policy suggestions.
