【摘要】：樓宇經(jīng)濟(jì)社區(qū)是樓宇經(jīng)濟(jì)發(fā)展與社會(huì)管理融合的發(fā)展模式,簡(jiǎn)稱樓宇社區(qū)。在城市轉(zhuǎn)型過(guò)程中,經(jīng)濟(jì)轉(zhuǎn)型與社會(huì)轉(zhuǎn)型具有相輔相成的關(guān)系,樓宇經(jīng)濟(jì)社區(qū)是城市政府通過(guò)社會(huì)管理服務(wù)經(jīng)濟(jì)發(fā)展的載體。文章回顧了樓宇經(jīng)濟(jì)的形態(tài)演變、樓宇社區(qū)的創(chuàng)新發(fā)展,對(duì)樓宇社區(qū)建設(shè)進(jìn)行了制度分析。以杭州為例,將樓宇經(jīng)濟(jì)社區(qū)分為CBD創(chuàng)新引領(lǐng)型、新城新區(qū)商務(wù)招商型、文教區(qū)強(qiáng)化提升型、智慧城區(qū)整合提升型、工業(yè)區(qū)改造提升型五種類型并研討其發(fā)展模式。圍繞外部經(jīng)濟(jì)效應(yīng)和公共物品配置最優(yōu)的目標(biāo),從城市空間優(yōu)化提升生產(chǎn)效能入手,探尋樓宇社區(qū)發(fā)展提升路徑,進(jìn)而得出明確政府角色、強(qiáng)化規(guī)劃引導(dǎo)、完善基礎(chǔ)設(shè)施、集成數(shù)字服務(wù)、創(chuàng)新項(xiàng)目經(jīng)營(yíng)、完善組織管理的六大優(yōu)化路徑。
[Abstract]:Building economic community is the development model of building economic development and social management integration, referred to as building community. In the process of urban transformation, economic transformation and social transformation have complementary relationship. Building economic community is the carrier of city government serving economic development through social management. This paper reviews the evolution of building economy and the innovative development of building community. Taking Hangzhou as an example, the building economic community is divided into three types: CBD innovation and leading type, new town new area business investment type, culture and education district strengthening promotion type, wisdom city integration promotion type. Five types of upgrading industrial zone and its development model. Around the external economic effects and the optimal allocation of public goods, starting with the optimization of urban space to enhance the efficiency of production. In order to find out the way to improve the development of the building community, we can find out the six optimal ways to clarify the role of government, strengthen the guidance of planning, perfect infrastructure, integrate digital services, innovate the management of projects and perfect the organization and management.
