【摘要】：針對(duì)市縣各類規(guī)劃存在相互分割和矛盾的突出問題,2014年我國啟動(dòng)了市縣"多規(guī)合一"試點(diǎn)工作。試點(diǎn)工作開展三年以來,在規(guī)劃調(diào)整、路徑模式、規(guī)程規(guī)范、體制機(jī)制、立法保障、省級(jí)試點(diǎn)等方面進(jìn)展明顯,取得一定成效,積累了一些經(jīng)驗(yàn)。但同時(shí),在規(guī)劃期限、規(guī)劃主體、規(guī)劃層次、規(guī)劃審批、規(guī)劃法律等方面仍存在明顯的制度性約束,尚未形成全面、統(tǒng)一、明確的解決辦法和標(biāo)準(zhǔn),嚴(yán)重制約下一步試點(diǎn)工作的持續(xù)穩(wěn)步推進(jìn)。今后,應(yīng)從完善市縣規(guī)劃體系、加強(qiáng)省級(jí)和市縣空間規(guī)劃協(xié)調(diào)、理順配套體制機(jī)制、強(qiáng)化立法保障等方面促進(jìn)市縣"多規(guī)合一"穩(wěn)步推進(jìn),盡早形成一套可復(fù)制、可推廣的經(jīng)驗(yàn)?zāi)Ｊ?促進(jìn)我國市縣規(guī)劃體系的功能完善和效益發(fā)揮。
[Abstract]:In order to solve the problems of dividing and contradicting each other in the city and county planning, in 2014, our country started the pilot work of city and county "multi-planning in one". Since the pilot work was carried out for three years, the planning adjustment and path mode have been carried out. Rules and regulations, institutional mechanisms, legislative guarantees, provincial pilot projects and so on have made remarkable progress, achieved certain results, and accumulated some experience, but at the same time, in the planning period, planning main body, planning levels, planning examination and approval. There are still obvious institutional constraints in planning and laws, and no comprehensive, unified, and clear solutions and standards have yet to be formed, seriously restricting the continued and steady progress of the next stage of pilot work. We should improve the city and county planning system, strengthen the coordination of provincial and county spatial planning, straighten out the supporting system and mechanism, strengthen the legislative guarantee, and promote the steady progress of city and county "multi-planning in one" so as to form a replicable set as soon as possible. The experience model that can be popularized promotes the function perfection and benefit exertion of the city and county planning system in our country.
