【摘要】：隨著我國(guó)城鎮(zhèn)化進(jìn)程快速推進(jìn),對(duì)生態(tài)環(huán)境的影響也日趨增強(qiáng),探究二者的相互關(guān)系比城鎮(zhèn)化或生態(tài)環(huán)境本身更受關(guān)注。如何實(shí)現(xiàn)城鎮(zhèn)化與生態(tài)環(huán)境的和諧共生是我國(guó)現(xiàn)代化建設(shè)中亟待解決的問(wèn)題。在此背景下,探討四川省城鎮(zhèn)化與生態(tài)環(huán)境的耦合協(xié)調(diào)發(fā)展具有理論與實(shí)踐的雙重意義。本文在文獻(xiàn)綜述的基礎(chǔ)上,結(jié)合四川省區(qū)情,構(gòu)建了城鎮(zhèn)化與生態(tài)環(huán)境耦合協(xié)調(diào)發(fā)展評(píng)價(jià)體系;運(yùn)用城鎮(zhèn)化與生態(tài)環(huán)境耦合協(xié)調(diào)測(cè)度模型對(duì)四川省2006-2015年城鎮(zhèn)化與生態(tài)環(huán)境耦合協(xié)調(diào)關(guān)系進(jìn)行了實(shí)證分析;并利用ArcGIS10.1專(zhuān)題地圖反映其時(shí)空演變特征。通過(guò)實(shí)證研究,本文得出以下結(jié)論:(1)從四川省來(lái)看,2006-2015年,城鎮(zhèn)化與生態(tài)環(huán)境綜合水平均得到較大提升,城鎮(zhèn)化建設(shè)速度快于生態(tài)環(huán)境保護(hù)速度;二者耦合度完成了由“拮抗期”向“磨合期”的轉(zhuǎn)變;耦合協(xié)調(diào)度也由從“中度失調(diào)類(lèi)”發(fā)展為“初級(jí)協(xié)調(diào)發(fā)展類(lèi)”,現(xiàn)正向中級(jí)協(xié)調(diào)發(fā)展類(lèi)演變;城鎮(zhèn)化建設(shè)與生態(tài)環(huán)境保護(hù)的協(xié)調(diào)關(guān)系經(jīng)歷了城鎮(zhèn)化損益-同步發(fā)展-生態(tài)環(huán)境滯后。值得注意的是,在四川省“先污染、后治理”的發(fā)展模式下,生態(tài)環(huán)境的脅迫作用開(kāi)始明顯體現(xiàn),城鎮(zhèn)化的發(fā)展很大程度上要受到生態(tài)環(huán)境的制約,應(yīng)不斷推進(jìn)新型城鎮(zhèn)化建設(shè)。(2)從四川省各市來(lái)看,2006-2015年,城鎮(zhèn)化與生態(tài)環(huán)境綜合水平均呈穩(wěn)步發(fā)展態(tài)勢(shì),但區(qū)域差異明顯,大致由成都平原城市群向四周遞減;耦合度變化波動(dòng)較大,但多處于“拮抗期”;耦合協(xié)調(diào)度由“中度失調(diào)類(lèi)”轉(zhuǎn)化為“初級(jí)協(xié)調(diào)發(fā)展類(lèi)”,但多為“瀕臨失調(diào)類(lèi)”;城鎮(zhèn)化與生態(tài)環(huán)境的協(xié)調(diào)關(guān)系經(jīng)歷了城鎮(zhèn)化損益-同步型發(fā)展。其中,成都市的城鎮(zhèn)化發(fā)展與生態(tài)環(huán)境保護(hù)融合較好,是唯一實(shí)現(xiàn)了城鎮(zhèn)化與生態(tài)環(huán)境同步發(fā)展的城市,但基于四川省城鎮(zhèn)化與生態(tài)環(huán)境耦合關(guān)系的演變規(guī)律,須加強(qiáng)生態(tài)環(huán)境建設(shè),謹(jǐn)防演變?yōu)樯鷳B(tài)環(huán)境滯后型城市。
[Abstract]:With the rapid progress of urbanization in China, the impact on the ecological environment is also increasing day by day. How to realize the harmonious symbiosis between urbanization and ecological environment is an urgent problem in the modernization construction of our country. It is of both theoretical and practical significance to explore the coordinated development of urbanization and ecological environment in Sichuan Province. Based on the literature review, this paper combines the situation of Sichuan Province. The evaluation system of coordinated development of urbanization and ecological environment is constructed. This paper analyzes the coupling and coordination relationship between urbanization and ecological environment in Sichuan Province from 2006 to 2015 by using the measurement model of urbanization and eco-environment coupling coordination. Using the ArcGIS10.1 thematic map to reflect its space-time evolution characteristics. Through empirical research, this paper draws the following conclusions: 1) from Sichuan Province to 2006-2015. The comprehensive level of urbanization and ecological environment has been greatly improved, the speed of urbanization construction is faster than the speed of ecological environment protection; The coupling degree between them has changed from "antagonistic period" to "running-in period". The degree of coupling coordination has also developed from "moderate maladjustment" to "primary coordinated development", and is now evolving to intermediate coordinated development. The harmonious relationship between urbanization construction and ecological environment protection has experienced the urbanization profit and loss-synchronous development-ecological environment lag. It is worth noting that in Sichuan Province "pollution first, then governance" development model. Ecological environment of the role of coercion began to manifest, the development of urbanization to a large extent by the ecological environment constraints, should continue to promote the construction of a new type of urbanization. From 2006 to 2015, the comprehensive level of urbanization and ecological environment both showed a steady development trend, but the regional differences were obvious, about from Chengdu Plain urban agglomeration to the surrounding decline; The coupling degree fluctuates greatly, but most of them are in "antagonistic period". The degree of coupling coordination changed from "moderate maladjustment" to "primary coordinated development", but most of them were "on the verge of maladjustment"; The harmonious relationship between urbanization and ecological environment has experienced the development of urbanization profit and loss synchronously. Among them, the urbanization development and ecological environment protection in Chengdu are better integrated. It is the only city that realizes the simultaneous development of urbanization and ecological environment, but based on the evolution law of the coupling relationship between urbanization and ecological environment in Sichuan Province, the construction of ecological environment should be strengthened. Beware of turning into a laggard city with an ecological environment.
