【摘要】：隨著我國(guó)政治、文化、社會(huì)等各領(lǐng)域的快速發(fā)展,傳統(tǒng)政府建設(shè)項(xiàng)目已不能適應(yīng)政府項(xiàng)目建設(shè)的要求,政府工程項(xiàng)目管理模式對(duì)效率和成本都提出了更加嚴(yán)格的要求。本文旨在通過對(duì)代建制模式的分析,找出適合于呼和浩特市政府項(xiàng)目建設(shè)的發(fā)展道路。文章通過對(duì)呼和浩特市實(shí)行代建制的有關(guān)情況及推行代建制各階段代建制案例所進(jìn)行的深入研究和分析,對(duì)代建制的涵義、類型、理論基礎(chǔ)及在呼和浩特市的具體模式作了分析和總結(jié)�；趯�(duì)呼和浩特市政府投資建設(shè)管理模式具體運(yùn)作分析,深入挖掘在項(xiàng)目實(shí)行過程中可能出現(xiàn)的問題及其原因,進(jìn)一步提出優(yōu)化呼和浩特市代建制模式有針對(duì)性的對(duì)策。本文從政府和代建單位的角度出發(fā),針對(duì)特定地區(qū)的實(shí)施情況,提出了代建制模式的優(yōu)化建議。其中包括完善法律法規(guī),確立"代建制"模式的合法地位;在保證代建制模式有效實(shí)施的制度方面,建議完善代建模式的實(shí)施細(xì)則,加強(qiáng)代建項(xiàng)目完工后的評(píng)價(jià)制度;代建制內(nèi)部管理方面,建議明確代建機(jī)構(gòu)的權(quán)利與責(zé)任,建立相應(yīng)的激勵(lì)機(jī)制。通過完善法律保障、配套相關(guān)制度、提高代建制內(nèi)部管理效率,更好地實(shí)現(xiàn)政府對(duì)項(xiàng)目建設(shè)專業(yè)化和社會(huì)化管理,最終促進(jìn)政府項(xiàng)目建設(shè)管理水平的提高,優(yōu)化政府項(xiàng)目投資選擇。
[Abstract]:With the rapid development of politics, culture, society and other fields in China, the traditional government construction projects have been unable to meet the requirements of government project construction. The government project management mode puts forward more strict requirements for efficiency and cost. To find out the development road suitable for the construction of Huhhot municipal government project. This paper makes a thorough study and analysis on the relevant situation of implementing the agent system in Hohhot city and the cases of implementing the agent system in various stages. This paper analyzes and summarizes the meaning, type, theoretical basis and concrete mode in Hohhot. Based on the analysis of the management mode of investment and construction of Huhhot municipal government, the paper analyzes the concrete operation of the management mode of investment and construction in Hohhot city. In depth excavating the possible problems and their causes in the implementation of the project, and further put forward some targeted countermeasures to optimize the agent system model in Hohhot. This paper starts from the angle of the government and the agent construction unit. According to the implementation of specific areas, the paper puts forward some suggestions for optimizing the mode of agent system, including perfecting the laws and regulations and establishing the legal status of the mode of "agent system"; In order to ensure the effective implementation of the agent construction model, it is suggested to improve the implementation rules of the agent construction model and strengthen the evaluation system after the completion of the agent construction project. In the internal management of the agent system, it is suggested that the rights and responsibilities of the agency should be clearly defined, and the corresponding incentive mechanism should be established. Through improving the legal protection and supporting the relevant system, the internal management efficiency of the agent system should be improved. Finally, it can improve the level of government project construction management and optimize the choice of government project investment.
