【摘要】：新一代ICT與創(chuàng)新2.0相互演進(jìn)推進(jìn)了"互聯(lián)網(wǎng)+",為應(yīng)對(duì)城市管理復(fù)雜性提供了新的機(jī)遇與挑戰(zhàn)。智慧城管是數(shù)字城管的升級(jí)版,不僅強(qiáng)調(diào)移動(dòng)互聯(lián)網(wǎng)、物聯(lián)網(wǎng)、云計(jì)算、大數(shù)據(jù)等新一代信息技術(shù)應(yīng)用,更注重基于開(kāi)放知識(shí)管理的社會(huì)治理與公共服務(wù)轉(zhuǎn)型,強(qiáng)調(diào)面向知識(shí)社會(huì)的創(chuàng)新2.0模式構(gòu)建。以新一代信息通信技術(shù)為支撐、面向知識(shí)社會(huì)創(chuàng)新2.0的城市管理新模式,智慧城管即通過(guò)全面透徹的感知、寬帶泛在的互聯(lián)、智能融合的應(yīng)用實(shí)現(xiàn)以人為本的可持續(xù)創(chuàng)新,突出"互聯(lián)網(wǎng)+"背景下的城市管理智能化、人本化服務(wù)轉(zhuǎn)型。理解感知、分析、服務(wù)、指揮、監(jiān)察"五位一體"核心要素及其在創(chuàng)新2.0視野下的互動(dòng)關(guān)系有助于把握智慧城管建設(shè)的核心。
[Abstract]:The new generation of ICT and innovation 2.0 promote the "Internet", which provides new opportunities and challenges for dealing with the complexity of urban management. Smart urban management is an upgrade version of digital urban management. It not only emphasizes the mobile Internet, Internet of things, cloud computing, big data and other new generation of information technology applications, but also focuses on social governance and public service transformation based on open knowledge management. Based on the new generation of information and communication technology and the new mode of urban management oriented to the innovation of knowledge society, the wisdom urban management is through comprehensive and thorough perception. Broadband ubiquitous interconnection, intelligent integration of the application of people-oriented sustainable innovation, highlight the "Internet" background of intelligent urban management, people-oriented service transformation. Understand perception, analysis, service, command. Supervision of the core elements of "five in one" and their interaction under the vision of innovation 2.0 will help to grasp the core of intelligent urban management construction.
