【摘要】：采用錫林郭勒盟實地調(diào)研數(shù)據(jù),運用DEA方法對草原流轉(zhuǎn)牧戶技術(shù)效率進行測算,并運用Tobit模型分析其規(guī)模效率的影響因素。研究發(fā)現(xiàn),樣本轉(zhuǎn)入戶的平均技術(shù)效率為0.667,仍有81.36%的牧戶處于規(guī)模報酬遞增階段。因此,草原流轉(zhuǎn)是提高牧戶技術(shù)效率的有效途徑�；谝赝度搿糁魈卣�、家庭特征、社會資源稟賦、草原流轉(zhuǎn)特征、地區(qū)經(jīng)濟狀況對轉(zhuǎn)入戶規(guī)模效率產(chǎn)生的不同影響,建議重視教育與本土文化,提升牧業(yè)人員素質(zhì);鼓勵草原向養(yǎng)殖大戶等效率高的主體適度集中;推進牧業(yè)產(chǎn)業(yè)鏈融合,讓牧民共享產(chǎn)業(yè)融合發(fā)展的增值收益;降低生產(chǎn)成本,規(guī)范民間信貸的發(fā)展,合理評估草原流轉(zhuǎn)價格。打破草原流轉(zhuǎn)的低水平陷阱,把資源稟賦優(yōu)勢轉(zhuǎn)化為市場經(jīng)營的效率優(yōu)勢。
[Abstract]:The Xilinguole Meng survey data, we use the DEA method to calculate the technical efficiency of grassland circulation herdsman, influencing factors and uses Tobit model to analyze the scale efficiency. The study found that the average technical efficiency of the sample into the households of 0.667, there are still 81.36% of the households in increasing returns to scale stage. Therefore, grassland circulation is an effective way to improve the herdsman technical efficiency. Based on factor inputs, household characteristics, family characteristics, social resources, grassland circulation characteristics, regional economic conditions have different influence on scale efficiency into the households, the proposed re regarded education and local culture, improve the quality of animal husbandry; encourage grassland to the main efficiency of large farms and other high moderate concentration; promote the animal husbandry industry chain integration, industrial integration development for herders sharing value-added benefits; to reduce production costs, standardize the development of private credit, a reasonable assessment of grassland circulation price To break the low level trap of the grassland circulation and transform the resource endowment advantage into the efficiency advantage of the market management.
