【摘要】：在公平和效率之間尋找平衡的香港住房保障政策之所以能取得成功,不僅取決于香港政府深諳住房市場(chǎng)與住房保障相互競(jìng)合之道,善于視經(jīng)濟(jì)發(fā)展、居民收入、房?jī)r(jià)等變化,為居民動(dòng)態(tài)提供不同層次的住房保障,而且取決于香港土地政府所有、政府高度依賴土地財(cái)政、法治完備、政府廉能等關(guān)鍵因素。香港住房保障政策對(duì)內(nèi)地保障房建設(shè)的啟示是,應(yīng)將經(jīng)濟(jì)適用房視為住房市場(chǎng)的平衡器,不能因其存在亂象而予以停建;公租房租金標(biāo)準(zhǔn)不宜單一化,應(yīng)視承租者的資產(chǎn)和收入差異予以區(qū)別;應(yīng)將保障房建設(shè)視為促進(jìn)住房市場(chǎng)繁榮、推動(dòng)新區(qū)開(kāi)發(fā)、開(kāi)展托老托幼等社區(qū)建設(shè)的抓手。
[Abstract]:The success of Hong Kong's housing security policy, which seeks a balance between fairness and efficiency, depends not only on the Hong Kong Government's understanding of the competing ways between the housing market and housing security, but also on the development of the economy and the income of residents. Changes in house prices provide different levels of housing security for residents, and depend on the ownership of Hong Kong land government, the government is highly dependent on land finance, the rule of law is complete. The revelation of Hong Kong housing security policy to the indemnificatory apartment construction in the mainland is that comfortable housing should be regarded as the balancer of the housing market and the construction should not be stopped because of the existence of chaos. The standard of public rental rent should not be singled out, but should be distinguished according to the difference of the tenant's assets and income. Indemnificatory apartment construction should be regarded as promoting the prosperity of housing market, promoting the development of new districts, and carrying out community construction such as nurseries and nurseries.
