【摘要】：為有效評價中國環(huán)境污染現(xiàn)狀及其影響因素,文章以1998-2015年中國30個省、自治區(qū)和直轄市的工業(yè)污染面板數(shù)據(jù)為樣本建立三維時序立體數(shù)據(jù)表,運用"縱橫向"拉開檔次法測算中國環(huán)境污染綜合指數(shù),結(jié)果顯示各省份環(huán)境污染具有較強的地區(qū)差異和時空差異,西部地區(qū)環(huán)境污染綜合指數(shù)最小、中部次之、東部地區(qū)最大。以財政支出分權(quán)為解釋變量,設(shè)立相關(guān)控制變量,建立固定效應(yīng)模型,從全國和地區(qū)層面分別檢驗財政分權(quán)對環(huán)境污染影響,回歸結(jié)果表明,財政分權(quán)度的提高會加劇環(huán)境污染,要邁過環(huán)境庫茲涅茨曲線拐點需要加速經(jīng)濟發(fā)展。對環(huán)境污染其他影響因素的分析顯示,第二產(chǎn)業(yè)比重增加、城市化進程加快、煤炭消費比重增加具有加劇環(huán)境污染的作用,對外開放水平的提高對環(huán)境污染具有一定影響,而政府環(huán)境管制效果不明顯,需要探索改善環(huán)保投資結(jié)構(gòu)。針對三大地區(qū)環(huán)境污染及其影響因素存在明顯的地區(qū)差異,提出了改進環(huán)境質(zhì)量的建議。
[Abstract]:In order to effectively evaluate the status and effects of environmental pollution China factors, taking 1998-2015 years Chinese industrial pollution 30 provinces, autonomous regions and municipalities panel data as samples to establish three-dimensional time-series data table, using the "vertical and horizontal" method to calculate the environmental pollution Chinese comprehensive index, the results showed that the environmental pollution is the difference between provinces strong area and space, comprehensive index of environmental pollution in western region is minimum, Nakabe Jinno, eastern region. In fiscal expenditure decentralization as explanatory variables, the establishment of relevant control variables, establish a fixed effect model, test the impact of fiscal decentralization on environmental pollution from the national and regional level respectively, the regression results show that the increase in fiscal decentralization will exacerbate the environment pollution to the environmental Kuznets curve inflection point to accelerate economic development. Through the display on other environmental pollution factors analysis, the second stage of labor Industry to increase the proportion of city, urbanization, the proportion of coal consumption increased with the aggravation of environmental pollution, improve the level of opening up has a certain impact on the environment pollution, and the government environmental regulation effect is not obvious, need to be explored to improve the environmental protection investment structure. According to the three factors of environmental pollution and its impact there are significant regional differences, put forward the improvement of environmental quality.
