【摘要】：為深入了解"一帶一路"沿線省份技術(shù)擴(kuò)散的現(xiàn)狀和問題,從而有針對(duì)性地構(gòu)建跨域技術(shù)擴(kuò)散政策支撐,提升中國整體科技競爭力和影響力,本文在區(qū)域發(fā)展和技術(shù)擴(kuò)散視域范圍內(nèi),運(yùn)用社會(huì)網(wǎng)絡(luò)分析方法,研究2015年度中國專利實(shí)施許可備案合同數(shù)據(jù),分析各沿線省份在整體網(wǎng)絡(luò)中的中心性和影響域。在此基礎(chǔ)上,通過繪制"一帶一路"沿線省份對(duì)外專利許可網(wǎng)絡(luò)地圖、省際專利許可網(wǎng)絡(luò)地圖,國家級(jí)自主創(chuàng)新示范區(qū)節(jié)點(diǎn)城市專利許可網(wǎng)絡(luò)拓?fù)鋱D及"一帶一路"沿線省份與中部地區(qū)專利許可網(wǎng)絡(luò)地圖,來探究"一帶一路"沿線省份專利許可網(wǎng)絡(luò)的結(jié)構(gòu)特征,并從出度和入度統(tǒng)計(jì)分析了各沿線省份專利許可的技術(shù)類型。研究發(fā)現(xiàn):"一帶一路"沿線省份在專利許可網(wǎng)絡(luò)中呈現(xiàn)"邊緣—核心"分布。當(dāng)下的對(duì)外專利許可地域結(jié)構(gòu)與戰(zhàn)略定位不一致,"一帶"沿線省份專利許可聯(lián)系薄弱,"一路"沿線省份專利許可聯(lián)系較為緊密,廣東、浙江、上海形成了事實(shí)上的技術(shù)聯(lián)盟關(guān)系。中部地區(qū)在專利許可網(wǎng)絡(luò)中的中介效應(yīng)以及國家級(jí)自主創(chuàng)新示范區(qū)節(jié)點(diǎn)城市的專利許可引領(lǐng)輻射作用有待加強(qiáng)。此外,"一帶一路"沿線各省份都具有自身技術(shù)比較優(yōu)勢。為此,本文提出了建立"一帶一路"技術(shù)幫扶聯(lián)盟,充分利用"互聯(lián)網(wǎng)+專利許可"的技術(shù)擴(kuò)散形式,實(shí)施差異化的技術(shù)擴(kuò)散策略,更好地發(fā)揮中部地區(qū)的技術(shù)擴(kuò)散中介服務(wù)作用,努力提高國家級(jí)自主創(chuàng)新示范區(qū)節(jié)點(diǎn)城市的輻射引領(lǐng)作用等政策建議。
[Abstract]:In order to deeply understand the status quo and problems of technology diffusion in the provinces along "Belt and Road", so as to build the policy support of cross-regional technology diffusion, and enhance the overall competitiveness and influence of science and technology in China. In this paper, within the scope of regional development and technology diffusion, using the method of social network analysis, this paper studies the data of Chinese patent license filing contract in 2015. On the basis of analyzing the centrality and influence region of the whole network of the provinces along the route, the paper draws the network map of the foreign patent license of the province along "Belt and Road", and the map of the interprovincial patent license network. National independent innovation demonstration area node city patent license network topology map and "Belt and Road" along the province and central region patent licensing network map. To explore the "Belt and Road" along the province patent licensing network structure characteristics. The technical types of patent license in each province along the route are analyzed by statistics and statistics. It is found that the provinces along "Belt and Road" show "edge-core" in the patent licensing network. Distribution. The current regional structure of external patent licensing is inconsistent with the strategic positioning. "Belt" along the province patent licensing links are weak, "Road" along the province patent licensing links are closer, Guangdong, Zhejiang. Shanghai has formed a de facto technology alliance relationship. The intermediary effect in the patent licensing network in the central region and the role of the national independent innovation demonstration zone node cities in leading the radiation need to be strengthened. Every province along "Belt and Road" has its own comparative advantage of technology. Therefore, this paper puts forward the establishment of "Belt and Road" technology support alliance, making full use of "Internet patent license" technology diffusion form. Some policy suggestions such as implementing differentiated technology diffusion strategy, giving full play to the intermediary service of technology diffusion in central China, and striving to improve the radiation leading role of node cities in national independent innovation demonstration zones are proposed.
