【摘要】：在國民經(jīng)濟(jì)發(fā)展過程中,投資、內(nèi)需和出口是經(jīng)濟(jì)發(fā)展的主要增長點(diǎn),對整個(gè)國民經(jīng)濟(jì)的發(fā)展產(chǎn)生至關(guān)重要的影響。在經(jīng)濟(jì)建設(shè)中,基礎(chǔ)設(shè)施建設(shè)是為了推動(dòng)和促進(jìn)經(jīng)濟(jì)的穩(wěn)定和持續(xù)發(fā)展�；A(chǔ)設(shè)施投資建設(shè)是整個(gè)社會固定資產(chǎn)投資的主要組成部分,對于整個(gè)經(jīng)濟(jì)的發(fā)展產(chǎn)生積極的影響�；A(chǔ)設(shè)施建設(shè)對資金的要求較大,同時(shí)建設(shè)周期較長,因此這一特點(diǎn)也使得在基礎(chǔ)設(shè)施建設(shè)過程中如果僅僅依靠政府部門的力量,很難徹底地解決基礎(chǔ)設(shè)施建設(shè)等相關(guān)的問題。因此在基礎(chǔ)設(shè)施建設(shè)的過程中,就需要通過市場的力量共同來完成,也就是說在基礎(chǔ)設(shè)施建設(shè)過程中需要引入民間資金。通過政府部門財(cái)政資金杠桿的作用來推動(dòng)基礎(chǔ)設(shè)施的建設(shè),通過政府和市場資本的合作模式PPP模式來實(shí)現(xiàn)基礎(chǔ)設(shè)施建設(shè)的發(fā)展目標(biāo)。PPP模式在基礎(chǔ)上設(shè)施建設(shè)中的運(yùn)用能夠在很大程度上緩解地方政府的財(cái)政壓力,實(shí)現(xiàn)公共基礎(chǔ)設(shè)施建設(shè)中的資源有效配置,優(yōu)化公共產(chǎn)品供給效益方面有很大優(yōu)勢,是解決政府在基礎(chǔ)設(shè)施投資建設(shè)的優(yōu)化選擇。PPP模式也是整合政府與社會資金、政府與市場關(guān)系,整合兩方面的資源優(yōu)勢,協(xié)同解決基礎(chǔ)設(shè)施建設(shè)的重要工具。本文首先對PPP模式相關(guān)理論進(jìn)行了論述。其次通過數(shù)據(jù)分析了延邊州基礎(chǔ)設(shè)施建設(shè)的現(xiàn)狀、固定資產(chǎn)投融資現(xiàn)狀和存在問題,進(jìn)而從減輕政府財(cái)政壓力,優(yōu)化資源配置,推動(dòng)基礎(chǔ)設(shè)施的建設(shè)和發(fā)展。再次通過對延吉空港經(jīng)濟(jì)區(qū)基礎(chǔ)設(shè)施建設(shè)采用PPP模式進(jìn)行可行性必要性分析,并從兩個(gè)方面對延吉空港經(jīng)濟(jì)區(qū)基礎(chǔ)設(shè)施建設(shè)進(jìn)行的應(yīng)用分析。最后,對延邊州基礎(chǔ)設(shè)施建設(shè)采用PPP模式提出了的對策和建議。
[Abstract]:In the process of national economic development, investment, domestic demand and export are the main growth points of economic development, which have a vital impact on the development of the whole national economy. Infrastructure construction is to promote and promote the stability and sustainable development of the economy. Infrastructure investment is the main component of the investment in fixed assets of the whole society. It has a positive impact on the development of the whole economy. Therefore, this feature also makes it difficult to solve the related problems such as infrastructure construction if only relying on the strength of government departments in the process of infrastructure construction. Therefore, in the process of infrastructure construction. It needs to be completed through the market forces, that is, in the process of infrastructure construction needs to introduce private funds. Through the role of government financial leverage to promote infrastructure construction. Through the cooperation mode of government and market capital to realize the development goal of infrastructure construction. The application of PPP mode in infrastructure construction can alleviate the financial pressure of local government to a great extent. . To realize the effective allocation of resources and optimize the efficiency of public goods supply in the construction of public infrastructure has great advantages. PPP model is also the combination of government and social funds, the relationship between government and market, and the integration of the two aspects of resource advantages. This paper first discusses the related theories of PPP mode. Secondly, it analyzes the present situation of infrastructure construction in Yanbian state through data analysis. The present situation and existing problems of fixed assets investment and financing, and then from lighten the pressure of government finance, optimize the allocation of resources. Promote the construction and development of infrastructure. Again through the Yanji Airport Economic Zone infrastructure construction using the PPP model feasibility analysis. Finally, the author puts forward some countermeasures and suggestions for the infrastructure construction of Yanbian Prefecture using PPP mode.
