【摘要】：多邊開發(fā)銀行參與基礎(chǔ)設(shè)施投資空間分布的影響因素因PPP項目和非PPP項目及其參與支持方式的不同而存在一定差異。本文基于世界銀行PPI數(shù)據(jù)庫92個發(fā)展中國家1996-2014年數(shù)據(jù)的實證結(jié)果表明:(1)多邊開發(fā)銀行傾向于支持收入較高、人口較多、國際儲備較少、金融市場較發(fā)達的國家基礎(chǔ)設(shè)施建設(shè),目標國經(jīng)濟增長率和通貨膨脹對多邊開發(fā)銀行參與PPP項目和非PPP項目的影響存在差異;(2)目標國政府對外償債壓力越大、一般性政府消費性支出占GDP比重越小,多邊開發(fā)銀行參與可能性越大,但PPP項目中政府約束性因素影響不顯著;(3)目標國法律風險越大,多邊開發(fā)銀行參與支持的可能性越大;(4)多邊開發(fā)銀行傾向于支持政策環(huán)境較好國家的基礎(chǔ)設(shè)施項目,但PPP項目中,政治不穩(wěn)定的國家,得到多邊開發(fā)銀行支持的可能性越大;組織機構(gòu)質(zhì)量影響大部分不顯著。金磚國家新開發(fā)銀行和亞投行作為新多邊開發(fā)銀行,可借鑒已有多邊開發(fā)銀行在基礎(chǔ)設(shè)施投資方面的經(jīng)驗,并實現(xiàn)與現(xiàn)有多邊機構(gòu)間的合作與錯位發(fā)展。
[Abstract]:Because of the PPP project and non PPP projects and participate in support of the different ways but there are certain differences in the multilateral development banks the factors affecting the distribution of infrastructure investment space. The empirical world bank database PPI 92 developing countries 1996-2014 data based on the results: (1) the multilateral development banks tend to support higher income, more population, international reserves less, the national infrastructure construction of more developed financial markets, China's economic growth rate and inflation targets have different effects on the multilateral development banks involved in the PPP project and non project PPP; (2) the target government debt pressure is bigger, the general consumption of government spending accounted for the proportion of GDP is small, the multilateral development banks participation probability the greater the effect of the government in PPP project, but the constraints are not significant; (3) the legal risks of the target country, the possibility of the multilateral development banks involved in support of the ; (4) the multilateral development banks tend to support good policy environment national infrastructure projects, but in the PPP project, political instability in the country, get the possibility of multilateral development banks to support the organization; quality effect was significant. The new BRICs Development Bank and the investment bank as a new multilateral development bank, can learn from the experience of the existing multilateral development banks in terms of infrastructure investment, cooperation and coordinated development and implementation and the existing multilateral institutions.
