【摘要】：現(xiàn)有研究表明由于航運(yùn)業(yè)使用了大量的化石能源,已經(jīng)成為港口城市空氣污染最重要的來(lái)源。但是在利潤(rùn)最大化的驅(qū)動(dòng)下,有限理性的港口企業(yè)不會(huì)自主選擇綠色港口發(fā)展模式。因此,政府必須通過(guò)適當(dāng)?shù)臋C(jī)制設(shè)計(jì)促進(jìn)港口企業(yè)進(jìn)行綠色港口建設(shè)�；谶@一目的,文章構(gòu)建了由政府、港口企業(yè)參與的演化博弈模型,并在模型中參數(shù)化港口城市居民的行為,基于均衡分析的結(jié)果設(shè)計(jì)政府促進(jìn)綠色港口建設(shè)的方式。模型的結(jié)論顯示:目前的政府介入形式不是最優(yōu)的選擇,通過(guò)立法賦予民眾監(jiān)督權(quán),對(duì)民眾進(jìn)行環(huán)保教育以及鼓勵(lì)加快綠色港口技術(shù)的發(fā)展可以起到比政府直接介入更好的效果,即達(dá)成政府不檢查而港口企業(yè)采用綠色生產(chǎn)模式的納什均衡。
[Abstract]:The current study shows that the shipping industry uses a lot of fossil energy, has become a source of air pollution in the city. But the most important port in the drive of profit maximization, the limited rationality of port enterprises will choose the development model of green port. Therefore, the government must promote the port enterprise green port construction through proper mechanism design. For this purpose, the article constructed by the government, the evolutionary game model of port enterprises involved, and the model parameters of the port city residents, equilibrium analysis results for the design of government to promote green port construction. Based on the conclusion of the model shows that the current form of government intervention is not the best choice, through legislation public supervision, environmental education and encouraging people to accelerate the development of green port technology can play a better effect than direct government intervention That is, the Nash equilibrium of the green production model of the port enterprises is not checked by the government.
