【摘要】:研究編制食品安全指數(shù),促進(jìn)食品質(zhì)量信息的有效披露,科學(xué)引導(dǎo)消費者食品購買行為、政府監(jiān)管工作和企業(yè)經(jīng)營活動,具有十分重要的理論與現(xiàn)實意義。本文運用木桶原理和黃金分割法則,采用五級標(biāo)度法構(gòu)建了我國食品安全指數(shù)的測度方法,并對2015年度我國食品安全指數(shù)進(jìn)行了測度與驗證結(jié)果顯示,全國食品安全水平總體偏低,仍有12個省份食品安全指數(shù)處在不安全等級區(qū)間。建議政府樹立"補短板"的治理思維,重點加強"水產(chǎn)制品"、"水果制品"、"冷凍飲品"、"豆制品"、"蔬菜制品"五類食品的質(zhì)量監(jiān)管,特別要重點防范"添加劑亂用"、"微生物污染"以及"獸藥殘留"三類危害物對食品安全的威脅。
[Abstract]:Research and compile food safety index, promote the effective disclosure of food quality information, scientifically guide consumer food purchase behavior, government supervision and business activities. It is of great theoretical and practical significance. In this paper, the measurement method of food safety index in China is constructed by using the principle of wooden bucket and the rule of golden section and the method of five-grade scale. The food safety index of China in 2015 is measured and verified. The results show that the level of food safety in China is on the low side. There are still 12 provinces with food safety index in the unsafe grade range. It is suggested that the government should set up the management thinking of "mending short board" and focus on strengthening "aquatic products", "fruit products" and "frozen drinks". The quality supervision of five kinds of food, such as soybean products and vegetable products, should focus on the prevention of the threat to food safety caused by the improper use of additives, microbial contamination and veterinary drug residues.
