【摘要】：醫(yī)藥行業(yè)發(fā)展離不開醫(yī)藥物流,我國原有的國有企業(yè)壟斷醫(yī)藥流通的格局已經(jīng)隨著醫(yī)藥物流的發(fā)展逐漸改變,大型國有藥企開展下屬醫(yī)藥物流公司,部分民營逐漸向?qū)I(yè)化醫(yī)藥物流服務(wù)企業(yè)過度,外資藥企也伺機(jī)進(jìn)入我國醫(yī)藥物流業(yè)。為增強(qiáng)企業(yè)競爭力并降低藥品物流成本,設(shè)計一套適用于醫(yī)藥行業(yè)同時又具有實(shí)際可操作性的醫(yī)藥物流服務(wù)商評價指標(biāo)體系并建立一套實(shí)用的醫(yī)藥物流服務(wù)商選擇辦法成為值得深入研究的問題。本文明確選題背景和選題意義,說明研究醫(yī)藥物流服務(wù)商的重要性,通過相關(guān)文獻(xiàn)研究總結(jié)出有關(guān)物流服務(wù)商評價指標(biāo)和評價方法的研究現(xiàn)狀。界定醫(yī)藥物流的概念,分析目前我國醫(yī)藥物流的特點(diǎn)、問題和發(fā)展趨勢,結(jié)合文獻(xiàn)中現(xiàn)有評價指標(biāo)分析確定構(gòu)建本文醫(yī)藥物流服務(wù)商評價指標(biāo)體系所需初始評價指標(biāo)和評價因素。運(yùn)用極大不相關(guān)法進(jìn)行評價因素篩選,剔除相關(guān)性大的評價因素后構(gòu)建評價指標(biāo)體系,并對評價指標(biāo)進(jìn)行了量化和無量綱化處理。對現(xiàn)有物流供應(yīng)商評價方法進(jìn)行對比分析,提出本文構(gòu)建醫(yī)藥物流服務(wù)商評價模型所應(yīng)用的直覺模糊TOPSIS法,并介紹與直覺模糊理論和TOPSIS理論相關(guān)的理論基礎(chǔ)。結(jié)合醫(yī)藥物流服務(wù)商評價指標(biāo)體系構(gòu)建醫(yī)藥物流服務(wù)商評價模型,對評價指標(biāo)進(jìn)行直覺模糊化并確定評價指標(biāo)權(quán)重,用決策者權(quán)重來描述決策者之間的效用差別,進(jìn)而總結(jié)出醫(yī)藥物流服務(wù)商評價模型求解的具體步驟�？紤]到僅運(yùn)用評價結(jié)果進(jìn)行服務(wù)商選擇不具備較強(qiáng)說服力,同時未給企業(yè)選擇決策留有空間,在評價結(jié)果基礎(chǔ)上運(yùn)用基于指標(biāo)偏好的醫(yī)藥物流服務(wù)商選擇模型對評價結(jié)果中表現(xiàn)突出的若干服務(wù)商進(jìn)行指標(biāo)層面的橫向分析,通過企業(yè)偏好于某一評價指標(biāo)時各服務(wù)商的綜合得分排序結(jié)合評價模型結(jié)果為醫(yī)藥企業(yè)選擇醫(yī)藥物流服務(wù)商提供可靠決策依據(jù)。運(yùn)用算例分析,將醫(yī)藥物流服務(wù)商評價模型和基于指標(biāo)偏好的醫(yī)藥服務(wù)商選擇模型應(yīng)用到實(shí)際情況中。為避免復(fù)雜數(shù)值運(yùn)算和符號運(yùn)算借用MATLAB軟件編程實(shí)現(xiàn)模型求解,得到醫(yī)藥物流服務(wù)商評價結(jié)果優(yōu)劣排序�；谥笜�(biāo)偏好的醫(yī)藥物流服務(wù)商選擇模型應(yīng)用中從初始得分?jǐn)?shù)據(jù)出發(fā)分析各評價指標(biāo)間的相似性,求得偏好某一評價指標(biāo)時各備選服務(wù)商綜合得分排序,與評價結(jié)果結(jié)合共同實(shí)現(xiàn)醫(yī)藥企業(yè)選擇服務(wù)商的決策。
[Abstract]:The pharmaceutical industry development cannot do without the pharmaceutical logistics, medicine circulation of the original monopoly of state-owned enterprises in China have gradually changed with the pattern of the development of medical logistics, large state-owned pharmaceutical companies to carry out affiliated pharmaceutical logistics company, the private part gradually to the professional medical logistics service enterprises over foreign pharmaceutical companies have to enter China medicine logistics. To enhance the competitiveness of enterprises and reduce the cost of pharmaceutical logistics, design a set of applicable to the pharmaceutical industry also has the actual medical logistics service provider evaluation index system of operation and to establish a set of medical logistics service providers and practical choice to become a problem worth researching. This paper clarifies the background and significance of topic selection, explains the importance of research on pharmaceutical logistics providers, and summarizes the research status of evaluation index and evaluation method of logistics providers through relevant literature research. The concept of pharmaceutical logistics is defined, and the characteristics, problems and development trend of pharmaceutical logistics in China are analyzed. Combined with the existing evaluation indicators in the literature, the initial evaluation indicators and evaluation factors for the evaluation index system of pharmaceutical logistics providers are determined. We use the method of maximal irrelevance to screen the evaluation factors, eliminate the correlation factors, and build the evaluation index system, and quantify and dimensionless the evaluation indicators. The existing logistics providers evaluation methods are compared and analyzed, and the intuitionistic fuzzy TOPSIS method applied in the evaluation model of pharmaceutical logistics providers is put forward. The theoretical basis related to intuitionistic fuzzy theory and TOPSIS theory is introduced. Construction of medical logistics service provider evaluation model with the evaluation index system of medical logistics service providers, to evaluate the intuitionistic fuzzy and determine the weights of evaluation index for decision makers weights describe the difference of utility decision makers, and summed up the specific steps of medical logistics service provider evaluation model. Taking into account the results of the selection of the service provider does not have strong persuasion and not only use evaluation to the enterprise decision to save space, some service providers outstanding performance in the use of evaluation results based on the model selection of pharmaceutical logistics service index preference on the evaluation result of horizontal analysis index level, the enterprise preference scores in an evaluation index when the service provider evaluation model selection sort combined with the results of medical logistics service provider for pharmaceutical enterprises to provide a reliable basis for decision-making. The medical logistics service provider evaluation model and the medical service provider selection model based on index preference are applied to the actual situation by the example analysis. In order to avoid complex numerical operation and symbolic operation, MATLAB software programming is used to solve the model, and the ranking of the evaluation results of medical logistics service providers is obtained. Pharmaceutical logistics service index preference model in application from the initial score data of similarity analysis between the assessment indexes based on the obtained a preference evaluation index score of each alternative service providers sort, and evaluation results combined with the common implementation of pharmaceutical enterprises choose service business decisions.
