【摘要】:建設(shè)工程項(xiàng)目是推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展的重要引擎,其涵蓋的領(lǐng)域廣,參與的企業(yè)多,并且一般會(huì)涉及到公共設(shè)施、房屋建筑、交通建設(shè)等建筑物,與國(guó)家宏觀調(diào)控和人民群眾的生產(chǎn)生活有直接關(guān)聯(lián),因此在建設(shè)的很多環(huán)節(jié)上設(shè)置了行政審批作為前置條件。建設(shè)工程項(xiàng)目領(lǐng)域行政審批涉及部門多、申報(bào)手續(xù)繁雜、耗費(fèi)時(shí)間長(zhǎng)的問題一直備受詬病,制約著工程建設(shè)的立項(xiàng)、用地、規(guī)劃、施工、竣工等各個(gè)進(jìn)程環(huán)節(jié)。近些年,建設(shè)工程項(xiàng)目審批流程再造與優(yōu)化也逐漸成為熱點(diǎn)和難點(diǎn),盡管流程再造在國(guó)外興起已久,但結(jié)合建設(shè)工程項(xiàng)目領(lǐng)域行政審批流程再造優(yōu)化的研究較少,尤其是缺乏結(jié)合地方實(shí)踐和管理思想的研究。W市建設(shè)工程項(xiàng)目模塊化審批流程再造工作走在了國(guó)內(nèi)前列,模塊化審批流程具有一定的代表意義,其流程本身具有一定的優(yōu)勢(shì),但實(shí)施至今效果并不明顯。本文結(jié)合W市建設(shè)工程項(xiàng)目模塊化審批流程再造實(shí)踐,通過回顧流程再造過程、梳理模塊化審批流程、描述審批系統(tǒng)運(yùn)行模式,對(duì)流程現(xiàn)狀進(jìn)行分析。通過資料查閱和問卷調(diào)查歸納出存在問題,運(yùn)用小組討論法、魚骨圖分析法、標(biāo)桿法查找問題原因,發(fā)現(xiàn)模塊化審批流程本身存在欠缺,各個(gè)模塊相互關(guān)聯(lián)的流程在執(zhí)行層面沒有形成一個(gè)整體。進(jìn)而使用管理思想對(duì)問題根源進(jìn)行剖析,發(fā)現(xiàn)欠缺的人力資源管理、根深蒂固的科層制管理模式、模糊的服務(wù)對(duì)象需求導(dǎo)向、缺位的后續(xù)管理是管理上的根源。因此,應(yīng)該將重點(diǎn)放在優(yōu)化流程基礎(chǔ)上的流程管理水平提升。本文創(chuàng)新采用流程優(yōu)化中的ESIA法,首先在流程環(huán)節(jié)層面進(jìn)行了清除、簡(jiǎn)化、整合、自動(dòng)化,然后在流程服務(wù)層面進(jìn)行了清除、簡(jiǎn)化、整合、自動(dòng)化,隨后基于流程六要素建立起一套流程管理體系。優(yōu)化設(shè)計(jì)經(jīng)可行性分析確認(rèn)可行,并進(jìn)一步識(shí)別了潛在問題,提出了保障措施,希望能夠?yàn)榻ㄔO(shè)工程項(xiàng)目模塊化審批流程優(yōu)化提供借鑒和參考。
[Abstract]:The construction project is an important engine to promote economic and social development, which covers a wide field in the enterprise, and generally involves public facilities, housing construction, transportation construction and other buildings, are directly related to the national macro-control and the people's production and life, so in many aspects on the construction set up the administrative examination and approval as a pre condition. In the field of construction project, administrative examination and approval involves many departments, complicated procedures and long time consuming. It has been criticized for many years, which restricts the process of project establishment, land use, planning, construction and completion. In recent years, the approval process reengineering and optimization of construction project has become a hot and difficult, although the process reengineering in foreign countries for a long time, but the combination of the construction project administrative approval process reengineering optimization is less, especially the lack of research on the management of local practice and thought. W city construction project modular approval process reengineering work has been at the forefront of the domestic market, the modular approval process has a certain significance, its process itself has certain advantages, but the implementation effect is not obvious. Based on the practice of modular approval process reengineering in W city construction project, this paper reviews the process reengineering process, combing the modular approval process, and describes the operation mode of the approval system, and analyzes the current status of the process. Through data access and questionnaire survey, the existing problems were summarized. Using group discussion method, fishbone diagram analysis and benchmarking method to find out the causes of the problems, it was found that there was a lack of the modular approval process itself, and the interrelated processes of each module did not form a whole at the executive level. Then we use the management idea to analyze the root cause of the problem. We find that the lack of human resources management, deep-rooted bureaucracy management mode, fuzzy service object demand guidance and absence management are the root causes of management. Therefore, the emphasis should be placed on improving the level of process management on the basis of optimizing the process. The innovation of this paper using the method of ESIA process optimization, firstly, clear and simplify integration and automation in the process level, then the elimination, simplification, integration and automation in the process of service level, then based on the six elements of process to establish a set of process management system. The optimization design is feasible through feasibility analysis, and further identifies potential problems, and puts forward safeguard measures, hoping to provide reference and reference for optimizing the process of modular approval of construction projects.
