【摘要】:伴隨經(jīng)濟(jì)的快速發(fā)展資源短缺和環(huán)境污染問題得到全球各國的關(guān)注。循環(huán)經(jīng)濟(jì)作為一種可持續(xù)的經(jīng)濟(jì)發(fā)展方式,以“3R”為發(fā)展原則,在實(shí)現(xiàn)資源節(jié)約的同時(shí),減少了對環(huán)境的污染。我國循環(huán)經(jīng)濟(jì)發(fā)展雖起步較晚,但已取得了突出的成就。循環(huán)經(jīng)濟(jì)評價(jià)指標(biāo)體系是一種定量評估區(qū)域循環(huán)經(jīng)濟(jì)發(fā)展的有效手段,我國已在國家級、省級、市縣級等層面做過相關(guān)研究;然而在指標(biāo)體系的全面性、科學(xué)性及可操作性等方面,仍需要不斷完善及改進(jìn)。本研究在國內(nèi)外研究的基礎(chǔ)上,利用物質(zhì)流分析方法,結(jié)合全國《循環(huán)經(jīng)濟(jì)發(fā)展評價(jià)指標(biāo)體系(2017年版)》構(gòu)建了區(qū)域循環(huán)經(jīng)濟(jì)評價(jià)指標(biāo)體系。指標(biāo)體系根據(jù)物質(zhì)流分析方法的特點(diǎn),分為物質(zhì)輸入層、物質(zhì)消耗層、物質(zhì)輸出層和物質(zhì)利用效率層4個(gè)層次,包含24個(gè)指標(biāo);力爭在物質(zhì)輸入到輸出的全過程內(nèi)實(shí)現(xiàn)對物質(zhì)的全面分析。其中,在指標(biāo)性質(zhì)欄中,將各項(xiàng)指標(biāo)劃分為資源指標(biāo)及環(huán)境安全指標(biāo);環(huán)境安全指標(biāo)表征循環(huán)經(jīng)濟(jì)在資源及環(huán)境安全中的作用。本研究以山東省為研究對象,對山東省2005-2014年間循環(huán)經(jīng)濟(jì)指標(biāo)進(jìn)行核算分析;并參照日本環(huán)境省物質(zhì)流分析方法,對山東省2005年、2009年、2014年進(jìn)行了物質(zhì)流全景分析。通過對山東省2005年、2009年及2014年物質(zhì)流的全景分析,可以得出山東省的物質(zhì)投入量在逐年增加,在固體廢棄物的綜合利用方面取得了一定的成果。通過對山東省2005-2014年循環(huán)經(jīng)濟(jì)指標(biāo)的核算,發(fā)現(xiàn):(1)在物質(zhì)輸入方面,2005-2014年山東省直接物質(zhì)投入量和物質(zhì)需求總量均呈現(xiàn)上升趨勢,這主要是由于能源進(jìn)口和金屬礦物生投入量的增長。(2)在物質(zhì)消耗方面,山東省物質(zhì)消耗總量呈現(xiàn)上升趨勢,與物質(zhì)投入趨勢基本保持一致。(3)在物質(zhì)輸出方面,2005-2014年山東省物質(zhì)輸出總量保持增長態(tài)勢,固體廢物排放量、工業(yè)廢水排放量等呈現(xiàn)利好態(tài)勢,此外能源出口、廢水中COD和氨氮排放增長是促使物質(zhì)輸出總量增長的重要因素。(4)在物質(zhì)利用效率方面,2005-2014年,山東省資源產(chǎn)出率呈現(xiàn)逐年上升趨勢,由85.75元/噸增長到97.69元/噸,年均增幅1.55%;水資源產(chǎn)出率由88.45元/噸增加到103.30元/噸,年均增長1.78%;但建筑用地產(chǎn)出率總體呈現(xiàn)下降趨勢,年均跌幅為7.89%,人均物質(zhì)消耗量與人均廢棄物排放量呈增長態(tài)勢,物質(zhì)消耗的增長速度、廢棄物排放的增長速度快于人口增長的速度;總體而言,山東省物質(zhì)消耗速率快于經(jīng)濟(jì)增長速率,資源投入及資源消耗仍較大;并且各環(huán)境安全類指標(biāo)雖有所改善,但仍存在較為嚴(yán)重的環(huán)境安全問題;故資源安全和環(huán)境安全仍是經(jīng)濟(jì)發(fā)展中關(guān)注的重點(diǎn)。
[Abstract]:With the rapid development of the economy, the shortage of resources and environmental pollution have attracted the attention of all countries. As a sustainable economic development mode, circular economy takes "3R" as the principle of development, and reduces the pollution of the environment while realizing the conservation of resources. Although the development of China's circular economy has started relatively late, it has made outstanding achievements. The evaluation index system of circular economy is an effective means for the development of regional circular economy a quantitative assessment, China has in the national, provincial, city and county levels have done related research; however, the comprehensive index system of scientific and operational aspects, still need continuous improvement and improvement. Based on the research at home and abroad, combined with the national evaluation index system of circular economy development (2017 Edition), the evaluation index system of regional circular economy is constructed based on the research at home and abroad. According to the characteristics of material flow analysis method, index system is divided into 4 levels, material input layer, material consumption level, material output layer and material utilization efficiency level, including 24 indicators, and strive to achieve a comprehensive analysis of matter in the whole process of material input and output. Among them, indicators are divided into resource indicators and environmental safety indicators, and environmental safety indicators represent the role of circular economy in resources and environmental safety. This study takes Shandong Province as the research object, calculates and analyzes the index of circular economy in Shandong Province in the past 2005-2014 years, and analyzes the panoramic analysis of material flow in Shandong Province in 2005, 2009 and 2014, referring to the material flow analysis method of Japan's Ministry of environment. Through panoramic analysis of material flow in Shandong Province in 2005, 2009 and 2014, it can be concluded that the material input of Shandong is increasing year by year, and some achievements have been made in the comprehensive utilization of solid waste. Based on the accounting index of circular economy in Shandong province for 2005-2014 years, it was found that: (1) in terms of material input, the total material input and total material demand in Shandong province showed an upward trend in 2005-2014 years, which is mainly due to the increase of energy import and the input of metal minerals. (2) in terms of material consumption, the total amount of material consumption in Shandong showed an upward trend, which was basically consistent with the trend of material input. (3) in the material output, 2005-2014 in Shandong Province, material output to maintain growth, solid waste emissions and industrial wastewater emissions and other positive trend, in addition, the export of energy in wastewater COD and ammonia emissions growth is an important factor to promote the growth of the total output of material. (4) in the material utilization efficiency, 2005-2014 years, Shandong province resources output rate is rising year by year, from 85.75 yuan / ton rose to 97.69 yuan / ton, an increase of 1.55%; water resource output rate by 88.45 yuan / ton to 103.30 yuan / ton, the average annual growth rate of 1.78%; but the construction land output rate the overall downward trend, the average annual decline of 7.89%, the per capita material consumption and waste emissions per capita emissions growth, growth rate, waste material consumption growth faster than the rate of population growth in Shandong province; overall, material consumption rate faster than the rate of economic growth, resources and resource consumption is still large; and the environmental safety index has been improved, but there are still serious environmental safety problems; the key resources and environment safety is still in the economic development of attention.
