【摘要】：我國博士教育自創(chuàng)立之時(shí)便走上了普通招考的選才之路,它對(duì)公平選才的重視超越了對(duì)有效選才的關(guān)注。由于專業(yè)筆試的局限性、外語筆試的高篩選度以及綜合面試的形式化,導(dǎo)致普通招考存在有效選才的制度缺陷。頻繁的制度改良并沒有根本觸動(dòng)筆試的"篩選器"功能,也未帶來令各方均滿意的優(yōu)質(zhì)生源。申請(qǐng)審核制度通過提高準(zhǔn)入門檻并加強(qiáng)科研能力考察,極大降低了"誤選風(fēng)險(xiǎn)",進(jìn)而增進(jìn)了博士選才的有效性,但在實(shí)踐中也出現(xiàn)了侵犯平等入學(xué)機(jī)會(huì)、權(quán)力缺乏有效約束等現(xiàn)實(shí)問題。為此,應(yīng)取消畢業(yè)院校與學(xué)科排名的報(bào)考限制,完善招生組織與考核評(píng)分的實(shí)施細(xì)則,實(shí)現(xiàn)內(nèi)部監(jiān)督與外部審查的有機(jī)銜接。
[Abstract]:Since the establishment of doctoral education, our country has embarked on the path of general recruitment. Its attention to the fair selection has surpassed the attention to the effective selection. Due to the limitations of the professional written examination, the high screening degree of the foreign language test and the formalization of the comprehensive interview, it leads to the system defects of the effective selection. There is no "sieve" function that has fundamentally touched the written test, and it has not brought the good quality source which makes all parties satisfied. The application of the system has greatly reduced the "risk of miselection" by raising the entrance threshold and strengthening the investigation of scientific research ability, thus enhancing the effectiveness of the doctor's selection, but in practice, there have also been violations of equal access opportunities and lack of power. For this reason, we should abolish the restrictions on the graduation college and discipline ranking, perfect the implementation rules of the enrollment organization and assessment score, and realize the organic connection between the internal supervision and the external review.
