推進(jìn)我國高校研究生創(chuàng)業(yè)教育研究

【摘要】:黨的十八大報告指出:“科技創(chuàng)新是提高社會生產(chǎn)力和綜合國力的戰(zhàn)略支撐,必須擺在國家發(fā)展全局的核心位置。研究生是科技創(chuàng)新的主力軍,具有深厚的理論背景,對我國經(jīng)濟(jì)發(fā)展和社會進(jìn)步具有重要推動作用,必須通過大力實施研究生創(chuàng)業(yè)教育培養(yǎng)他們的創(chuàng)業(yè)能力!毖芯可俏覈母叨巳瞬,研究生創(chuàng)業(yè)能提高創(chuàng)業(yè)企業(yè)的科學(xué)性、技術(shù)性、專業(yè)性,緩解“就業(yè)難”的局面。我國提倡研究生開展創(chuàng)業(yè)教育,推動研究生將科學(xué)技能轉(zhuǎn)化為生產(chǎn)力,為社會創(chuàng)造財富,這直接促進(jìn)了我國高校研究生教育的改革,使研究生對自身有了新的定位,激發(fā)創(chuàng)業(yè)熱情。研究高校研究生創(chuàng)業(yè)教育必須進(jìn)行系統(tǒng)的分析,筆者用了一定的篇幅對高校研究生創(chuàng)業(yè)教育的歷程以及當(dāng)前存在的問題進(jìn)行了全面的文獻(xiàn)研究;同時,對國外成熟的創(chuàng)業(yè)教育體系比如美國、英國和澳大利亞以及橫向比較發(fā)展中國家印度的創(chuàng)業(yè)政策及其鼓勵措施作一些分析,從而結(jié)合我國基本國情找到解決我國高校研究生創(chuàng)業(yè)教育現(xiàn)實問題的措施。根據(jù)協(xié)同理論的內(nèi)容,從系統(tǒng)論的角度出發(fā),提出政府、學(xué)校及社會等多方面教育資源、教育力量應(yīng)主動協(xié)調(diào)、積極參與、形成合力。在三者之中政府擔(dān)任引領(lǐng)研究生創(chuàng)業(yè)教育前進(jìn)的領(lǐng)導(dǎo)者,制定促進(jìn)研究生創(chuàng)業(yè)的大政方針、提出優(yōu)惠創(chuàng)業(yè)政策以及減少行政審批程序的繁瑣性。社會是創(chuàng)業(yè)教育的助推者,社會風(fēng)氣的轉(zhuǎn)變、新聞媒體的關(guān)注,都推動了高校創(chuàng)業(yè)教育的發(fā)展。政府、高校和社會在研究生的每個創(chuàng)業(yè)階段中都扮演著不可替代的角色,落實好三者在每個階段的不同作用,最大效度地利用三方力量,從而為研究生創(chuàng)業(yè)提供最大的助推力。
[Abstract]:The report of the 18th National Congress of the CPC pointed out: "Scientific and technological innovation is the strategic support for improving social productivity and comprehensive national strength, and must be placed at the core of the overall situation of national development. Graduate students are the main force of scientific and technological innovation, have a deep theoretical background, and play an important role in promoting the economic development and social progress of our country. Graduate students are the high-end talents in our country. Graduate students can improve the scientific, technical, professional and ease the "employment difficulties" of the entrepreneurial enterprises. Our country advocates the graduate student to carry on the enterprise education, promotes the graduate student to transform the science skill into the productivity, creates the wealth for the society, this directly promoted our country university graduate student education reform, causes the graduate student to have the new position to oneself, Stimulate entrepreneurial enthusiasm. It is necessary to carry on the systematic analysis to study the university graduate student's entrepreneurship education, the author has used the certain space to carry on the comprehensive literature research to the university graduate student's entrepreneurship education process and the present existence question; at the same time, Some analyses are made of the entrepreneurship policies and incentives of mature entrepreneurship education systems abroad, such as the United States, the United Kingdom and Australia, as well as India, a horizontal comparison of the developing countries. Therefore, combining with the basic situation of our country, we can find out the measures to solve the practical problems of graduate entrepreneurship education in colleges and universities in our country. According to the contents of Synergetic theory and from the point of view of system theory, this paper puts forward that the educational resources of government, school and society should be actively coordinated, actively participated and formed a resultant force. Among the three, the government acts as the leader to lead the development of graduate entrepreneurship education, formulates the major policies to promote graduate entrepreneurship, puts forward preferential entrepreneurship policies and reduces the red tape of administrative examination and approval procedures. Society is the promoter of entrepreneurship education. The change of social atmosphere and the concern of news media have promoted the development of entrepreneurship education in colleges and universities. The government, university and society all play an irreplaceable role in every stage of graduate entrepreneurship, so as to realize the different roles of the three in each stage, and make the most effective use of the tripartite force, thus providing the greatest boost for graduate students' entrepreneurship.
