【摘要】：本研究以碩士研究生招生制度改革涉及個(gè)人及群體“利益分配與實(shí)現(xiàn)”為邏輯起點(diǎn),以跨學(xué)科研究理論和實(shí)證調(diào)查為支撐提出利益相關(guān)者視角下碩士研究生招生制度改革的價(jià)值取向,并以價(jià)值取向構(gòu)建的分析框架對(duì)碩士研究生招生制度改革對(duì)策進(jìn)行較為系統(tǒng)全面的探索與研究。 為突破以往研究范式和研究思路,以利益相關(guān)者理論為基礎(chǔ)對(duì)碩士研究生招生制度改革的核心利益相關(guān)者內(nèi)涵進(jìn)行分析與界定,以制度變遷理論剖析改革的本質(zhì)、規(guī)律和需滿足的條件,并運(yùn)用公共選擇理論論證利益相關(guān)者“有限理性且自利”的本質(zhì)特征,在此基礎(chǔ)上分析改革開(kāi)放以來(lái)碩士研究生招生制度調(diào)整改革時(shí)期與深化改革時(shí)期的政策環(huán)境,歸納凸顯利益相關(guān)者利益的改革內(nèi)容和改革特點(diǎn),總結(jié)我國(guó)現(xiàn)行碩士研究生招生制度概況并大致歸納發(fā)達(dá)國(guó)家碩士研究生招生制度的特點(diǎn)與啟示。為進(jìn)一步體現(xiàn)利益相關(guān)者在該研究中的應(yīng)用價(jià)值,本研究對(duì)研究生教育管理工作者、導(dǎo)師、學(xué)生這些核心利益相關(guān)者就碩士研究生招生制度改革現(xiàn)狀進(jìn)行實(shí)證調(diào)查,從改革滿意度描述性分析、現(xiàn)行制度問(wèn)題及看法的調(diào)查中得出調(diào)查對(duì)象對(duì)改革滿意度不高,改革未能較好滿足利益訴求,招生計(jì)劃編制、選拔方式、錄取自主權(quán)的實(shí)現(xiàn)應(yīng)是今后改革的重點(diǎn)。 為有助于解決改革現(xiàn)有問(wèn)題,本研究在理論分析和實(shí)證調(diào)查基礎(chǔ)上探析利益相關(guān)者視角下碩士研究生招生制度改革的價(jià)值取向,即滿足利益相關(guān)者的利益訴求、緩解利益相關(guān)者之間的利益沖突、促進(jìn)利益相關(guān)者之間的利益和諧,并從完善制度設(shè)計(jì)與制度供給層面詳細(xì)論述三大價(jià)值取向的具體內(nèi)涵,由此推論出圍繞“制度設(shè)計(jì)、制度供給、利益相關(guān)者”而構(gòu)建的改革對(duì)策分析框架。最后,以三大價(jià)值取向構(gòu)建的分析框架對(duì)碩士研究生招生制度改革對(duì)策進(jìn)行系統(tǒng)分析,包括明確公平選拔創(chuàng)新型優(yōu)質(zhì)生源的改革目標(biāo)、堅(jiān)持滿足利益訴求并緩解利益沖突的改革原則、完成以促進(jìn)利益和諧的改革任務(wù)、建配套機(jī)制體系以促進(jìn)改革的保障途徑、實(shí)施基于制度設(shè)計(jì)與完善層面的改革具體措施,力爭(zhēng)為碩士研究生招生制度改革研究提供新視角、新思路。
[Abstract]:The logical starting point of this study is that the reform of graduate enrollment system involves individuals and groups "distribution and realization of benefits". Based on the interdisciplinary research theory and empirical investigation, the author puts forward the value orientation of the graduate enrollment system reform in the perspective of stakeholders. The author also makes a systematic and comprehensive exploration and research on the reform of the graduate enrollment system by the framework of value orientation. In order to break through the previous research paradigm and train of thought, this paper analyzes and defines the connotation of the core stakeholders of the postgraduate enrollment system reform based on the stakeholder theory, and analyzes the essence of the reform by the institutional change theory. The law and the conditions to be satisfied, and using the public choice theory to demonstrate the essential characteristics of "limited rationality and self-interest" of stakeholders, On this basis, this paper analyzes the policy environment in the period of adjustment and reform of graduate enrollment system since the reform and opening up, and summarizes the reform contents and characteristics that highlight the interests of stakeholders. This paper summarizes the general situation of the current graduate enrollment system in China and summarizes the characteristics and enlightenment of the graduate enrollment system in developed countries. In order to further reflect the application value of stakeholders in this study, this study conducts an empirical investigation on the current situation of graduate student enrollment system reform among the core stakeholders of graduate education management workers, mentors and students. From the descriptive analysis of the degree of satisfaction of the reform, the survey of the current system problems and views, it is concluded that the survey object is not satisfied with the reform, the reform fails to satisfy the interest demand, the enrollment plan is compiled, and the way of selection is obtained. The realization of admission autonomy should be the focus of future reform. In order to solve the existing problems of the reform, this study analyzes the value orientation of the graduate enrollment system reform in the perspective of stakeholders on the basis of theoretical analysis and empirical investigation, that is, to meet the interest demands of the stakeholders. To alleviate the conflict of interest among stakeholders, to promote the interest harmony among the stakeholders, and to discuss in detail the specific connotation of the three value orientations from the aspects of perfecting the system design and institutional supply, thus inferring that "institutional design" revolves around "institutional design". Institutional supply, stakeholders "and build the framework of reform countermeasures." Finally, with the analysis framework of three value orientations, this paper systematically analyzes the reform countermeasures of graduate enrollment system, including the reform goal of fair selection of innovative and high-quality students. Adhere to the reform principle of satisfying the interest demand and alleviating the conflict of interest, complete the reform task of promoting the interest harmony, construct the supporting mechanism system to promote the safeguard way of the reform, carry out the concrete measures of the reform based on the system design and the consummation level. Strive to provide a new perspective and new ideas for the graduate enrollment system reform.
