【摘要】:“中部崛起”是國(guó)家區(qū)域經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展的重大任務(wù),具有鮮明的“內(nèi)生性”!皟(nèi)生性”的崛起呼喚壯大創(chuàng)新群體。在“中部崛起”的大背景下,湖南要實(shí)現(xiàn)“富民強(qiáng)省”的戰(zhàn)略目標(biāo),只有走自主創(chuàng)新之路。博士研究生教育是正規(guī)教育體系的最高層次,是培養(yǎng)高層次創(chuàng)造性人才的重要源泉,理應(yīng)大有作為。 本文通過(guò)文獻(xiàn)研究、比較研究、調(diào)查研究等多種研究方法對(duì)主題進(jìn)行了全面的分析與闡述,旨在科學(xué)把握區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展與湖南省博士研究生教育的內(nèi)在關(guān)聯(lián),提升湖南省博士研究生教育在湖南經(jīng)濟(jì)社會(huì)發(fā)展中的貢獻(xiàn)度,實(shí)現(xiàn)湖南省博士研究生培養(yǎng)與區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的良性互動(dòng)。首先,我們對(duì)湖南省博士研究生教育的現(xiàn)狀進(jìn)行了描述與分析,包括湖南省博士研究生教育的規(guī)模、結(jié)構(gòu)與質(zhì)量等。在此基礎(chǔ)上,本文著重分析了“中部崛起”對(duì)湖南省博士研究生培養(yǎng)的要求。第一,“中部崛起”要求擴(kuò)大湖南省博士研究生教育規(guī)模。無(wú)論是傳統(tǒng)的學(xué)術(shù)性勞動(dòng)力市場(chǎng)還是非學(xué)術(shù)性勞動(dòng)力市場(chǎng),對(duì)博士等高層次人才都有較大的需求。要滿(mǎn)足這種需求,一方面可以適當(dāng)?shù)匾M(jìn),但主要應(yīng)依靠湖南的教育體系培養(yǎng)。第二,“中部崛起”要求優(yōu)化湖南省博士研究生教育結(jié)構(gòu),要求積極拓展專(zhuān)業(yè)博士學(xué)位領(lǐng)域,大力發(fā)展人文社會(huì)科學(xué)博士教育等。第三,“中部崛起”要求提升湖南省博士研究生教育創(chuàng)新力。要實(shí)現(xiàn)“富民強(qiáng)省”,建設(shè)“創(chuàng)新型湖南”,就要大力提升湖南省博士研究生教育的創(chuàng)新力,進(jìn)而提升區(qū)域的自主創(chuàng)新能力。 應(yīng)對(duì)“中部崛起”的挑戰(zhàn),湖南的博士研究生教育應(yīng)該積極進(jìn)行策略創(chuàng)新。第一,增加教育科技財(cái)政投入、營(yíng)造一流教學(xué)科研環(huán)境。要多方籌措博士生培養(yǎng)經(jīng)費(fèi),加大基礎(chǔ)研究經(jīng)費(fèi)投入。第二深化培養(yǎng)模式改革,突出創(chuàng)新能力培養(yǎng)。要努力提高博士生生源質(zhì)量,注重博士生研究能力的養(yǎng)成,建立科學(xué)的博士生科研考核機(jī)制,把好學(xué)位授予質(zhì)量關(guān)。第三,走出“象牙塔”,推動(dòng)產(chǎn)學(xué)研融合。要大力加強(qiáng)大學(xué)科技園的建設(shè),并引入風(fēng)險(xiǎn)投資機(jī)制。第四,改革導(dǎo)師遴選制度,提升導(dǎo)師隊(duì)伍的專(zhuān)業(yè)化水平。通過(guò)多種措施,建立一支專(zhuān)兼結(jié)合、整體素質(zhì)較高、創(chuàng)新力強(qiáng)的導(dǎo)師隊(duì)伍。同時(shí)要建立對(duì)博士生指導(dǎo)教師履職情況的動(dòng)態(tài)評(píng)價(jià)機(jī)制,加強(qiáng)經(jīng)驗(yàn)交流,促進(jìn)博士生導(dǎo)師的專(zhuān)業(yè)發(fā)展,不斷提升博士生導(dǎo)師的育人水平。第五,大力加強(qiáng)對(duì)外交流,打造國(guó)際化人才培養(yǎng)平臺(tái)。要積極探索博士生教育對(duì)外交流的途徑與形式,加大博士生教育的對(duì)外開(kāi)放力度,努力培養(yǎng)“國(guó)際視野、中國(guó)氣派、湖湘特色”的創(chuàng)新型人才。通過(guò)積極進(jìn)行策略創(chuàng)新與全體師生的共同努力,以培養(yǎng)更多更好的創(chuàng)新型人才,實(shí)現(xiàn)湖南的博士生教育與區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的良性互動(dòng)。

Firstly, we described and analyzed the status quo of Hunan Province, postgraduate education, including doctoral students in Hunan province education scale, structure and quality. Based on this, this paper focuses on the analysis of the "rise of central China" on the cultivation of doctoral students in Hunan province requirements. To deal with the "rise of central China" challenge, doctoral student in Hunan education should actively carry out the strategy of innovation. First, increase financial investment in science and technology education, create first-class teaching and research environment. To raise funding for training doctoral students, increase the funds investment in basic research. Second deepen the training mode reform, cultivating innovative ability. To improve Dr. the graduate matriculate quality, focusing on Cultivation of doctoral research ability, establish scientific doctoral research assessment mechanism, the quality of the good awarded degree. Third, out of the "ivory tower", to promote research integration. We should vigorously strengthen the construction of University Science and technology Park, and the introduction of risk investment mechanism. Fourth, reform of system of selection of tutor, mentor promotion team of professional level. Through a variety of measures, the establishment of a special combination, higher overall quality, innovation and strong mentor team. At the same time to establish the doctoral education guidance The dynamic evaluation mechanism of teachers perform their duties, strengthen the exchange of experience and promote the professional development of doctoral tutor, improve doctoral education level. Fifth, strengthen exchanges, build international talents training platform. We should actively explore the ways and forms of doctoral education in foreign exchange, increase the doctoral education opening to the outside world, to develop an international perspective, China style, innovative talents of Hunan characteristics. Through the joint efforts of all the teachers and students with positive strategy of innovation, innovative talents to cultivate more and better, the Hunan doctoral student interaction between education and regional economic and social development.
