地方教育行政職能現(xiàn)狀的實(shí)證研究

【摘要】:在我國(guó)教育管理體制中,縣級(jí)教育行政組織是關(guān)鍵一環(huán),縣級(jí)教育行政職能的轉(zhuǎn)變直接影響到教育管理體制改革的成效;趯(duì)浙江省T區(qū)教育局的文件編碼與分析結(jié)果,以及對(duì)浙江省、江蘇省和貴州省的部分縣級(jí)教育行政組織的調(diào)查數(shù)據(jù),通過(guò)對(duì)目前地方教育行政組織的職能范圍、職能方式、職能機(jī)構(gòu)和職能效果評(píng)價(jià)現(xiàn)狀的分析表明,縣級(jí)教育行政組織存在著如下問(wèn)題:職能范圍繁雜、聚焦不足;職能方式偏重于強(qiáng)制性手段,且形式較為單一;職能機(jī)構(gòu)條線過(guò)多且交叉,對(duì)學(xué)校干擾較大;職能效果遭到忽視,導(dǎo)致"做得怎樣"無(wú)從得知。因此,縣級(jí)教育行政組織應(yīng)從動(dòng)態(tài)調(diào)整職能范圍、更新職能履行方式、精簡(jiǎn)和整合職能機(jī)構(gòu)、強(qiáng)調(diào)對(duì)職能效果的評(píng)價(jià)等方面入手,加強(qiáng)自身職能建設(shè)。
[Abstract]:In the educational management system of our country, the county-level educational administrative organization is the key link, and the transformation of the county-level educational administrative function directly affects the effect of the educational management system reform. Based on the results of file coding and analysis of the educational bureau of T District of Zhejiang Province, and the investigation data of some county-level educational administrative organizations in Zhejiang Province, Jiangsu Province and Guizhou Province, the scope and mode of functions of the local educational administrative organizations at present are analyzed. The analysis of the present situation of function organization and function effect evaluation shows that the county-level educational administrative organization has the following problems: the function scope is complex, the focus is insufficient, the function mode is more emphasis on the compulsory means, and the form is relatively single; The function organization has too many lines and intersections, which interferes with the school greatly, and the function effect is ignored, which leads to "how to do it" is unknown. Therefore, the county-level educational administrative organizations should start with the dynamic adjustment of the scope of their functions, the renewal of the ways of performing their functions, the streamlining and integration of the functional institutions, and the emphasis on the evaluation of the effects of the functions, so as to strengthen the construction of their own functions.
