我國滑雪運動場地設(shè)施標準初步研究

【摘要】：進入21世紀以來,我國滑雪運動場地設(shè)施數(shù)量得到了飛速增長,為了能夠促進滑雪市場發(fā)展,我國出臺了若干標準對滑雪運動場地設(shè)施進行規(guī)范。2015年我國成功獲得第24屆冬季奧林匹克運動會舉辦權(quán),并提出“三億人參與冰雪運動”的宏偉目標,這將助推我國滑雪運動場地設(shè)施迎來建設(shè)大潮。然而多年來我國滑雪運動場地設(shè)施標準取得了一些成果,但仍舊不夠完善,難以對滑雪運動場地設(shè)施起到有效指導(dǎo)和監(jiān)督作用。本文通過文獻資料法、專家訪談法、內(nèi)容分析法、邏輯分析法對我國現(xiàn)有滑雪運動場地設(shè)施標準的概念、分類、概況、內(nèi)容進行研究,然后結(jié)合我國滑雪運動場地設(shè)施現(xiàn)實存在的問題進行分析,發(fā)現(xiàn)我國滑雪運動場地設(shè)施標準存在以下問題:準入標準不完善,缺少規(guī)劃建設(shè)、專業(yè)設(shè)施設(shè)備等標準;標準內(nèi)容不統(tǒng)一;量化程度不夠;標準缺乏強制力。無論是我國滑雪運動場地設(shè)施問題,還是相關(guān)標準問題,都預(yù)示著我國滑雪場地設(shè)施標準已經(jīng)到了不得不完善的地步,但完善我國滑雪運動場地設(shè)施標準存在如下困境和挑戰(zhàn):基礎(chǔ)理論較為薄弱;缺少滑雪運動場地設(shè)施標準化專業(yè)人才;缺少統(tǒng)一的標準監(jiān)督檢驗機構(gòu)。通過細致的分析,對完善我國滑雪運動場地設(shè)施標準提出如下建議:完善我國滑雪運動場地設(shè)施的準入標準,建立嚴格的新建滑雪場的規(guī)劃建設(shè)專門標準,制定專業(yè)設(shè)施設(shè)備標準;加強標準的統(tǒng)一性;量化標準內(nèi)容,突出可操作性;加強滑雪運動場地設(shè)施標準的強制力。在應(yīng)對標準困境方面,要推進滑雪運動場地設(shè)施基礎(chǔ)理論方面的研究,加強標準化人才的培養(yǎng),加強監(jiān)督檢驗機構(gòu)建設(shè)。
[Abstract]:Since the beginning of the 21st century, the number of ski sports venues and facilities in China has increased rapidly. In order to promote the development of the skiing market, China has issued a number of standards to standardize skiing venues and facilities. In 2015, China successfully won the right to host the 24th Winter Olympic Games, and put forward the grand goal of "300 million people participating in ice and snow sports". This will help our country ski sports venues and facilities ushered in the construction tide. However, over the years, some achievements have been made in the standard of skiing venues and facilities in China, but they are still not perfect enough, and it is difficult to play an effective role in guiding and supervising the facilities of skiing sports venues. Through the methods of literature, expert interview, content analysis and logical analysis, this paper studies the concept, classification, general situation and content of the existing ski sports facilities standards in China. Then combined with the problems existing in the reality of skiing sports facilities in China, it is found that there are the following problems in the facilities standards of skiing sports venues in China: the access standards are not perfect, the lack of planning and construction, professional facilities and equipment and other standards; The content of the standard is not unified; the degree of quantification is not enough; the standard is lack of coercive force. Whether it is the problem of skiing venues and facilities in China, or the related standards, it indicates that the standards of skiing venues and facilities in China have reached the point where they have to be improved. However, there are the following difficulties and challenges in perfecting the standards of skiing venues and facilities in China: the basic theory is relatively weak; Lack of ski venue facilities standardization professionals; lack of unified standard supervision and inspection institutions. Through detailed analysis, this paper puts forward the following suggestions for perfecting the standards of skiing sports venues and facilities in China: perfecting the admission standards of ski sports venues and facilities in China, and establishing strict special standards for the planning and construction of newly built ski resorts. To formulate standards for professional facilities and equipment; Strengthen the unity of the standard; quantify the content of the standard and highlight the maneuverability; strengthen the coercive force of the ski venue facility standard. In order to deal with the dilemma of standards, it is necessary to promote the research on the basic theory of skiing venues and facilities, strengthen the training of standardized talents, and strengthen the construction of supervision and inspection institutions.
