【摘要】：黨的十八大以來,以習(xí)近平同志為總書記的黨中央把振興足球作為發(fā)展體育運動、建設(shè)體育強國的重要任務(wù)擺上日程。隨后出臺的《中國足球改革發(fā)展總體方案》提出“三步走”的戰(zhàn)略,更為科學(xué)地設(shè)立了初期、中期和長期的目標(biāo)旨在振興中國足球。僅具有明確的戰(zhàn)略和深思熟慮的行動計劃是遠遠不夠的,因為還可能會在戰(zhàn)略執(zhí)行過程中失誤,因此,戰(zhàn)略只是其中的一個要素。在制定戰(zhàn)略的同時要系統(tǒng)性地考慮到發(fā)展過程中的各方面因素。此前多次就提高中國足球水平提出的戰(zhàn)略并沒有讓中國足球水平有實質(zhì)性的提高,然其失敗皆是多歸咎于體制。中國足球的發(fā)展要跳出這個循環(huán)往復(fù)的失敗怪圈。中國足球已積弱多年,亟待厘清中國足球發(fā)展的各要素,找出中國足球發(fā)展的不足。作者引入麥肯錫7S模型構(gòu)建一個更加科學(xué)化、清晰化、系統(tǒng)化的中國足球發(fā)展要素的模型,能為足球發(fā)展提供有效的指導(dǎo)。本文第一章是導(dǎo)論部分,闡述了選題背景與研究意義,梳理了國內(nèi)外對足球發(fā)展因素的相關(guān)研究,指出了本文的研究方法;第二章是針對麥肯錫7S模型與此次中國足球改革總體方案做出了概述與梳理。第三章將麥肯錫7S模型與中國足球發(fā)展要素相結(jié)合,從結(jié)構(gòu)、制度、戰(zhàn)略、員工、技能、風(fēng)格與共同價值觀相互契合,構(gòu)建出一個中國足球發(fā)展要素的7S模型。第四章則是根據(jù)此模型結(jié)合中國足球改革總體方案,并通過三步走戰(zhàn)略出臺一年后中國足球的發(fā)展?fàn)顩r的反饋,來分析中國足球發(fā)展要素。最后為結(jié)論與建議部分,在對分析結(jié)果進行總結(jié)的基礎(chǔ)上,闡述了重要的結(jié)論:當(dāng)前中國足球發(fā)展以共同價值觀為核心,戰(zhàn)略為根本,結(jié)構(gòu)為基礎(chǔ),制度保障其完善發(fā)展,風(fēng)格保障其可持續(xù)發(fā)展,以人員為支撐,技能為動力,各要素之間協(xié)調(diào)發(fā)展,互促共進,不斷發(fā)展完善,為中國足球的穩(wěn)定可持續(xù)發(fā)展而服務(wù)。
[Abstract]:Since the 18th CPC National Congress, the CPC Central Committee, with Comrade Xi Jinping as its general secretary, has put football on the agenda as an important task to develop sports and build a strong sports country. The following "overall Plan of Reform and Development of Chinese Football" proposed a "three-step" strategy, more scientifically set up the initial, medium-term and long-term goals aimed at revitalizing Chinese football. A clear strategy and a well-thought-out plan of action are far from enough, as they may also be missed in the course of their implementation, and therefore strategies are only one of them. All aspects of the development process should be systematically taken into account in the formulation of strategies. The strategy of improving the level of Chinese football has not substantially improved the level of Chinese football, but its failure is mostly due to the system. The development of Chinese football must jump out of this cycle of failure strange circle. Chinese football has been weak for many years. It is urgent to clarify the various elements of the development of Chinese football and find out the deficiency of the development of Chinese football. The author introduces McKinsey 7s model to construct a more scientific, clear and systematic model of the development elements of Chinese football, which can provide effective guidance for the development of football. The first chapter of this article is the introduction part, elaborated the selected topic background and the research significance, combed the domestic and foreign to the football development factor correlation research, pointed out this article research method; The second chapter summarizes and combs the McKinsey 7s model and the overall plan of Chinese football reform. The third chapter combines McKinsey 7s model with the development elements of Chinese football, from the structure, system, strategy, staff, skills, style and common values, to construct a 7s model of the development elements of Chinese football. The fourth chapter is based on this model combined with the overall plan of Chinese football reform, and through the three-step strategy after the introduction of a year after the development of Chinese football feedback, to analyze the development of Chinese football elements. Finally, on the basis of summarizing the results of the analysis, this paper expounds the important conclusions: at present, the development of Chinese football is based on the common values, the strategy is the foundation, the structure is the foundation, and the system guarantees its perfect development. Style guarantees its sustainable development, with personnel as the support, skills as the driving force, coordinated development among the various elements, mutual promotion and mutual advancement, continuous development and perfection, and serves the stable and sustainable development of Chinese football.
