【摘要】：隨著我國經(jīng)濟的高速增長,居民生活水平不斷提高,對于健康和運動的需求也大幅增加。同時,國家對體育事業(yè)提出新的建設(shè)目標和要求,在下一個五年內(nèi)健全體育公共服務(wù)體系制度,把全民健身事業(yè)作為在全面建設(shè)小康社會階段的重要工作,打造多樣性的體育服務(wù)體系,突顯了我國對于體育事業(yè)和健身事業(yè)的重視。此外還提到體育公共產(chǎn)品的提供和服務(wù)水平,政府職能轉(zhuǎn)變等,這些都與體育公共服務(wù)體系建設(shè)有關(guān)。蘇州市經(jīng)濟較發(fā)達,對于體育事業(yè)的投入比例較大,大力推進體育事業(yè),在現(xiàn)有的體育公共服務(wù)體系建設(shè)中,既取得了一系列的成果,獲取了有益的經(jīng)驗,同時在建設(shè)的過程中也出現(xiàn)了一些問題,需要解決和改進。 本文以蘇州市體育公共服務(wù)體系的建設(shè)為研究對象,運用文獻資料法、案例分析法、邏輯分析法、數(shù)理統(tǒng)計法和比較分析法,從蘇州市體育公共服務(wù)體系建設(shè)的理論基礎(chǔ)、研究現(xiàn)狀、存在的問題、改進方案等方面,調(diào)查蘇州市體育事業(yè)發(fā)展現(xiàn)狀,以及體育公共服務(wù)體系建設(shè)現(xiàn)有的工作成果,取得了相對客觀的數(shù)據(jù)并加以分析并做出歸納總結(jié)。研究認為,蘇州市體育公共服務(wù)體系建設(shè)上有很大的突破,在體育場館建設(shè)、體育活動組織、以及體育信息服務(wù)有了較快的發(fā)展,但是不同的區(qū)域的居民參與體育活動程度不同,整體參與水平不高,不同類別的體育活動組織規(guī)模和組織水平也有較大的差別,以及關(guān)于體育公共產(chǎn)品的供給等問題也需要進一步探討。針對研究中出現(xiàn)的問題和難題,本研究在調(diào)查研究的基礎(chǔ)上,從轉(zhuǎn)變職能、完善機制建設(shè),拓寬投入渠道等方面提出了相應的對策和建議,以期為決策部門提供一定的理論參考。
[Abstract]:With the rapid economic growth of our country, the living standard of the residents has been improved, and the demand for health and sports has also increased significantly. At the same time, the state has put forward new construction objectives and requirements for sports, improved the system of sports public service system within the next five years, and made the cause of national fitness an important work in the stage of building a well-off society in an all-round way. The establishment of diversified sports service system highlights the importance our country attaches to sports and fitness. In addition, the provision and service level of sports public goods and the transformation of government functions are all related to the construction of sports public service system. Suzhou, with a relatively developed economy and a large proportion of investment in sports, has made a series of achievements and gained beneficial experience in the construction of the existing sports public service system. At the same time, there are some problems in the process of construction, which need to be solved and improved. This article takes the construction of Suzhou sports public service system as the research object, uses the literature data method, the case analysis method, the logic analysis method, the mathematical statistics method and the comparative analysis method, from Suzhou sports public service system construction theory foundation. Research status, existing problems, improvement programs and other aspects, investigation of Suzhou sports development status, as well as sports public service system construction of the existing work results, obtained relatively objective data and analysis and summarized. The study believes that there has been a great breakthrough in the construction of public sports service system in Suzhou, and that there has been a rapid development in the construction of sports venues, the organization of sports activities, and the sports information services. However, the level of participation of residents in different regions is different, the overall level of participation is not high, and the organizational scale and level of different types of sports activities are also quite different. As well as the supply of sports public goods and other issues need to be further discussed. In view of the problems and problems in the research, this study, on the basis of investigation and research, puts forward the corresponding countermeasures and suggestions from the aspects of changing functions, perfecting the construction of mechanism, widening the channels of investment, etc. In order to provide a certain theoretical reference for the decision-making department.
