政府購買公共服務視角下全國體育傳統(tǒng)項目學校體育師資培訓行為研究

【摘要】:近年來經(jīng)濟水平的發(fā)展和社會實際的變化對我國政府的管理和服務職能提出了新要求。在公共服務供給上,轉(zhuǎn)變傳統(tǒng)的公共服務提供方式,探索公共服務供給主體、供給方式的多樣化,以實現(xiàn)更好的公共服務供給效果,滿足人民群眾的需求已經(jīng)成為現(xiàn)實性的趨勢。政府購買公共服務以其公認的優(yōu)點,得到了廣泛應用和快速發(fā)展。國家體育總局和教育部于2008年開始采用政府購買的形式開展了全國體育傳統(tǒng)項目學校體育師資培訓,為體育傳統(tǒng)項目學校體育師資發(fā)展作出了重大貢獻,也為新形勢下政府部門改進公共服務提供方式、加強創(chuàng)新社會管理進行了有益而成功的探索。本文從政府購買公共服務的視角出發(fā),運用文獻資料法、問卷調(diào)查法、案例分析法等研究手段和方法對全國體育傳統(tǒng)項目學校體育師資培訓行為進行研究,分析全國體育傳統(tǒng)項目學校體育師資培訓政府購買的行為因素,即購買主體、承接主體、購買內(nèi)容、購買方式、財務和績效管理,并以2014年全國體育傳統(tǒng)項目學校體育師資培訓武漢體育學院國家集中培訓班為實證研究對象,考察了行為實施效果。從理論和現(xiàn)實層面全面認識全國體育傳統(tǒng)項目學校體育師資培訓政府購買行為,為體育傳統(tǒng)項目學校體育師資培訓工作的長期開展提供有益啟示,也為政府體育職能部門和其他政府部門探索改進公共服務提供方式提供可行性的參考。
[Abstract]:In recent years, the development of economic level and the changes of social reality have put forward new requirements for the management and service functions of our government. In the aspect of public service supply, we should change the traditional way of providing public service, explore the diversification of the main body and mode of public service supply, in order to realize better public service supply effect. Meeting the needs of the masses has become a realistic trend. Government purchase of public services with its recognized advantages, has been widely used and rapid development. In 2008, the State General Administration of Sports and the Ministry of Education began to carry out the training of sports teachers in schools of traditional sports events in China in the form of government purchases, which has made a significant contribution to the development of sports teachers in schools of traditional sports events. It also makes a beneficial and successful exploration for the government to improve the way of providing public service and to strengthen the innovation of social management under the new situation. From the perspective of government purchase of public services, this paper studies the training behavior of PE teachers in traditional sports schools in China by means of literature, questionnaire, case analysis, and so on. This paper analyzes the behavioral factors of government purchase in the training of physical education teachers in traditional sports schools in China, that is, purchasing subject, undertaking subject, purchasing content, purchasing method, financial affairs and performance management. Taking the national intensive training course of Wuhan Institute of physical Education in 2014 as the empirical research object, the effect of behavior implementation was investigated. From the view of theory and reality, the government purchase behavior of national sports traditional sports school physical education teacher training is fully understood, which provides beneficial enlightenment for the long-term development of physical education teacher training work in traditional sports events school. It also provides a feasible reference for government sports departments and other government departments to explore ways to improve public service delivery.
