湖南社會體育指導(dǎo)員培養(yǎng)現(xiàn)狀研究

【摘要】:隨著健康中國建設(shè)的啟動,全民健身上升為國家戰(zhàn)略,為群眾體育的改革發(fā)展注入了強大動力。體育行業(yè)如何主動適應(yīng)人民健康要求,優(yōu)化要素配置和服務(wù)供給,推動全民健身與全民健康的深度融合,關(guān)鍵側(cè)重點是社會體育指導(dǎo)員人才隊伍建設(shè)領(lǐng)域的供給側(cè)結(jié)構(gòu)性改革問題。鑒于此,本研究在總結(jié)借鑒前人成果的基礎(chǔ)上,通過文獻研究、綜合比較分析、現(xiàn)場考察與實證分析等方法,主要從公益社會體育指導(dǎo)員現(xiàn)狀、職業(yè)性社會體育指導(dǎo)員培訓(xùn)基地培訓(xùn)現(xiàn)狀、高校社會體育經(jīng)營與指導(dǎo)專業(yè)人才培養(yǎng)現(xiàn)狀三個方面對湖南全民健身市場社會體育人才培訓(xùn)培養(yǎng)與成長發(fā)展這一核心問題進行探討,以期梳理社會體育人才建設(shè)中培養(yǎng)、使用、集聚、拓展的相互關(guān)系與存在的問題,并就社會體育人才成長與可持續(xù)發(fā)展提出切實可行的對策。本研究結(jié)論與建議為:1.湖南健身市場需求旺盛,雖說近年社會體育指導(dǎo)員隊伍規(guī)模逐年增大,但仍數(shù)量不足,質(zhì)量不高,利用率低;2.湖南社會體育指導(dǎo)員職業(yè)技能鑒定布點不均衡,職業(yè)工種少,通過率低;3.高校社會體育指導(dǎo)與管理專業(yè)布點均衡,但少數(shù)規(guī)模過大,健身市場對人才吸納不足,就業(yè)亮紅牌;4.國家級社會體育指導(dǎo)員與培訓(xùn)師不多,實職崗位的指導(dǎo)員社會認同度不高,職業(yè)歸屬感欠缺。隨著健康中國建設(shè)的啟動,多層次、多樣化的健康需求將為社會體育人才的發(fā)展提供新的空間,其健康政策、產(chǎn)業(yè)政策的出臺也為社會體育事業(yè)指明了新的方向。為解決湖南社會體育指導(dǎo)員隊伍建設(shè)存在的問題,使之全面對接與融入健康產(chǎn)業(yè),特提出五個方面的建議:1.重視政府導(dǎo)向長效機制的有序運行和協(xié)調(diào)聯(lián)動機制的完善;2.注重社會體育人才指導(dǎo)工作的考核與評價機制的合理有效運用;3.搭建管理平臺,實現(xiàn)校地校企良好合作共容;4.推行職業(yè)技能鑒定達標制度,構(gòu)建多元化考核評價體系;5.創(chuàng)新教育鏈,推動社會體育人才培養(yǎng)分化與特色形成。
[Abstract]:With the start of the construction of healthy China, the national fitness has become a national strategy and injected a powerful impetus into the reform and development of mass sports. How can the sports industry take the initiative to adapt to the people's health requirements, optimize the allocation of essential elements and service supply, and promote the deep integration of national fitness and national health, The key point is the supply-side structural reform in the field of social sports instructors. In view of this, this study, on the basis of summarizing and drawing lessons from predecessors, through literature research, comprehensive comparative analysis, field investigation and empirical analysis, mainly from the current situation of public welfare social sports instructors, This paper discusses the training and development of social sports personnel in Hunan National Fitness Market from three aspects: the current training situation of professional social sports instructor training base and the present situation of social sports management and professional personnel training in colleges and universities, and the training and development of social sports talents in Hunan National Fitness Market. In order to comb the social sports talents cultivation, use, agglomeration, expansion of the mutual relationship and problems, and put forward practical measures for the growth and sustainable development of social sports talents. The conclusions and recommendations of this study are as follows: 1. Hunan fitness market demand is exuberant, although in recent years the scale of social sports instructors increased year by year, but still insufficient quantity, quality is not high, low utilization rate; 2. Hunan social sports instructor occupation skill appraisal arrangement is not balanced, the occupation type is small, the pass rate is low; 3. Colleges and universities social sports guidance and management professional distribution equilibrium, but a small number of too large, fitness market to absorb insufficient talent, employment bright red card; 4. There are not many national social sports instructors and trainers, the social identity of the actual instructors is not high, and the sense of professional belonging is lacking. With the start of the construction of healthy China, the multi-level and diversified health demand will provide a new space for the development of social sports talents. The introduction of health policy and industrial policy has also pointed out a new direction for the social sports cause. In order to solve the problems existing in the construction of Hunan social sports instructors and make them fully connected and integrated into the health industry, this paper puts forward five suggestions: 1. Attention should be paid to the orderly operation of the government-oriented and long-acting mechanism and the perfection of the coordination and linkage mechanism; 2. Pay attention to the reasonable and effective use of the appraisal and evaluation mechanism of social sports talents guidance work; 3. Build a management platform to achieve good cooperation between schools and enterprises; 4. Carry out the system of vocational skill appraisal and establish a diversified evaluation system. 5. Innovation education chain, promote social sports talent training differentiation and formation of characteristics.
