【摘要】：在公共行政改革的背景下,我國(guó)體育行政管理改革的實(shí)質(zhì)就是將政府掌握的部分權(quán)力和資源轉(zhuǎn)移給社會(huì),這一改革必然影響著體育行政主體的內(nèi)涵與外延。在對(duì)公共行政發(fā)展,行政主體、體育行政管理發(fā)展變革梳理的基礎(chǔ)上,明確了我國(guó)體育行政主體內(nèi)涵,提出體育公共行政權(quán)是確定體育行政主體的主要依據(jù),其深刻反映了體育行政分權(quán)和體育管理主體多元化的現(xiàn)實(shí)。依據(jù)內(nèi)涵界定出了體育行政主體的外延不僅包括作為固有型體育行政主體的各級(jí)人民政府、各級(jí)體育行政機(jī)關(guān)及其他行政機(jī)構(gòu);作為過(guò)渡型體育行政主體的法律法規(guī)授權(quán)的事業(yè)單位、體育社團(tuán)組織;還包括衍生型體育行政主體的社會(huì)性體育社團(tuán)組織。
[Abstract]:Under the background of the reform of public administration, the essence of the reform of sports administration in China is to transfer part of the power and resources held by the government to the society. This reform will inevitably affect the connotation and extension of the main body of sports administration. On the basis of combing the development of public administration, the main body of administration and the development of administrative management of sports, this paper clarifies the connotation of the subject of sports administration in China, and points out that the right of public administration of sports is the main basis for the determination of the subject of sports administration. It deeply reflects the reality of sports administrative decentralization and the diversification of sports management subjects. The extension of the sports administrative subject includes not only the people's governments at all levels, the sports administrative organs at all levels and other administrative agencies as the inherent sports administrative subject; As a public institution authorized by laws and regulations of transitional sports administrative subject, sports association organization also includes social sports association organization of derivative sports administrative subject.
