【摘要】：公共體育場館屬于公共體育文化設(shè)施,是國家投資或籌集社會資金興建的,用于開展社會體育活動、滿足廣大群眾進(jìn)行體育鍛煉或觀賞體育比賽,以及運動員訓(xùn)練、競賽需求的體育活動場所,是實現(xiàn)我國體育事業(yè)發(fā)展目標(biāo)的基礎(chǔ)性物質(zhì)條件。目前,公共體育場館公益性沒有得到足夠重視,公益性保障存在障礙,經(jīng)濟性與公益性的矛盾突出,場館功能單一,場館經(jīng)營模式單一,使用率低,沒有達(dá)到為公眾服務(wù)的根本目的。公共體育場館的公益性保障亟待解決。公共體育場館經(jīng)營的最終目的是實現(xiàn)公共服務(wù)效益最大化,滿足群眾日益增長的體育公共服務(wù)需求。公益性是公共體育場館的根本屬性。實現(xiàn)保障公共體育場館的公益性保障,需要強化政府體育部門對公共體育場館的管理,把公共體育場館建設(shè)納入城市整體規(guī)劃,加強法制和行業(yè)法規(guī)的建設(shè)和建立良好的評估體系,提高體育場館使用率,場館經(jīng)營管理堅持“以體為本”,調(diào)整稅費,以精品賽事打造體育場館品牌,以及開發(fā)場館的無形資產(chǎn)等,以便促進(jìn)全民健身運動的廣泛深入開展,競技體育和體育產(chǎn)業(yè)的發(fā)展,構(gòu)建社會主義和諧社會。本文運用了三種研究方法:案例分析法、文獻(xiàn)研究法和經(jīng)驗總結(jié)法。以上海市八家公共體育場館為典型案例進(jìn)行解剖,輔之以美國公共體育場館公益化運營的做法及經(jīng)驗,力求對公共體育場館的公益性問題予以揭示和深入探討。歸納了上海市公共體育場館公益性不足的表現(xiàn),揭示了公共體育公益性不足的原因,并對如何完善公共體育場館的公益性提出了建議對策。
[Abstract]:Public stadiums and gymnasiums belong to public sports and cultural facilities and are built by the state to invest or raise social funds for the purpose of carrying out social sports activities to meet the needs of the general public for physical exercise or watching sports competitions, as well as for the training of athletes, The sports activity place of competition demand is the basic material condition to realize the goal of sports development in our country. At present, the public welfare of public sports stadiums has not been paid enough attention to, there are obstacles in the public welfare guarantee, the contradiction between economy and public welfare is prominent, the function of stadiums and stadiums is single, the operating mode of stadiums and stadiums is single, and the utilization rate is low. The fundamental purpose of serving the public has not been achieved. The public welfare guarantee of public stadiums and gymnasiums should be solved urgently. The ultimate goal of public sports venues management is to maximize the benefit of public service and to meet the increasing demand of public sports services. Public welfare is the fundamental attribute of public stadiums and gymnasiums. To realize the public welfare guarantee of the public sports stadiums and gymnasiums, it is necessary to strengthen the management of the public stadiums and gymnasiums by the government sports departments, and bring the construction of the public stadiums and gymnasiums into the overall urban planning. Strengthen the construction of legal system and industry regulations, establish a good evaluation system, improve the utilization rate of stadiums and gymnasiums, insist on "body-oriented", adjust taxes and fees, and build stadiums and gymnasiums brand by high-quality sports events, And to develop the intangible assets of the stadiums and gymnasiums in order to promote the extensive and deep development of the national fitness movement, the development of competitive sports and sports industry, and the construction of a harmonious socialist society. This paper uses three research methods: case analysis, literature research and experience summary. Taking eight public stadiums in Shanghai as a typical case, this paper dissects the public welfare operation of public stadiums and stadiums in the United States and tries to reveal and probe into the public welfare problems of public stadiums and gymnasiums. This paper summarizes the performance of public welfare in public sports venues in Shanghai, reveals the reasons for the lack of public welfare in public sports, and puts forward some suggestions on how to improve the public welfare of public sports venues.
