【摘要】：為構(gòu)建一個(gè)體現(xiàn)多元化、差異化和動(dòng)態(tài)化的具有中國(guó)特色的收益共享機(jī)制,對(duì)中國(guó)足球協(xié)會(huì)、各省市足球協(xié)會(huì)及下屬各地方足球協(xié)會(huì)的收入狀況、支出狀況、組織運(yùn)營(yíng)和管理狀況、收入共享方面的訴求等問題進(jìn)行深度訪談,在借鑒國(guó)際上有關(guān)足球協(xié)會(huì)收益共享機(jī)制實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,基于"統(tǒng)籌發(fā)展、發(fā)掘資源、突出服務(wù)、注重激勵(lì)、體現(xiàn)差異"的理念,構(gòu)建中國(guó)足球協(xié)會(huì)相應(yīng)的收益共享機(jī)制,與地方協(xié)會(huì)形成一種全新的互動(dòng)關(guān)系,即"中國(guó)足球協(xié)會(huì)扁平化、會(huì)員協(xié)會(huì)網(wǎng)絡(luò)化、地方協(xié)會(huì)垂直化"的新型組織體系,充分借助政府與社會(huì)的雙重力量,協(xié)調(diào)、激勵(lì)和監(jiān)督各級(jí)協(xié)會(huì)、聯(lián)賽、俱樂部等相關(guān)組織的行為,將有助于實(shí)現(xiàn)我國(guó)足球協(xié)會(huì)組織運(yùn)行框架和權(quán)力模塊的調(diào)整與創(chuàng)新,推進(jìn)我國(guó)足球治理新機(jī)制的形成。
[Abstract]:In order to construct a diversified, differentiated and dynamic income sharing mechanism with Chinese characteristics, the income and expenditure of the Chinese Football Association, the provincial and municipal football associations and the subordinate local football associations are analyzed. Conduct in-depth interviews on issues such as organization, operation and management, demands for income sharing, etc., on the basis of drawing lessons from the practical experience of international football association revenue sharing mechanisms, based on "overall development, unearthing resources and outstanding services," Pay attention to incentive, embody difference "idea, construct the corresponding income share mechanism of Chinese football association, form a kind of brand-new interactive relation with local association, namely" Chinese football association flattened, member association network, " The new organizational system of "vertical local associations", making full use of the dual forces of the government and society, to coordinate, motivate and supervise the behavior of associations, leagues, clubs and other related organizations at all levels, It will be helpful to realize the adjustment and innovation of the running frame and the power module of the football association in China, and to promote the formation of a new mechanism of football governance in our country.
