【摘要】：澳大利亞橄欖球國(guó)家組織運(yùn)作模式改革的實(shí)質(zhì)是對(duì)聯(lián)邦政府傳統(tǒng)行政管理體制的徹底轉(zhuǎn)變。改革涉及的領(lǐng)域包括聯(lián)邦政府職能的轉(zhuǎn)變與對(duì)改革的支持、體育組織內(nèi)部治理結(jié)構(gòu)完善與優(yōu)化、構(gòu)建以董事會(huì)為核心的內(nèi)部經(jīng)營(yíng)權(quán)與決策權(quán)分離體制、調(diào)動(dòng)社會(huì)力量對(duì)改革的參與和支持。澳大利亞橄欖球組織改革給我國(guó)體育組織改革有以下3點(diǎn)借鑒:首先,政府層面要積極轉(zhuǎn)變政府職能,加快政府與體育組織行政脫鉤,將公共體育事物管理權(quán)利逐步下放,讓體育組織成為體育事業(yè)治理的真正主體;其次,優(yōu)化體育組織內(nèi)部治理結(jié)構(gòu),成立并完善體育組織內(nèi)部理事會(huì)架構(gòu),將組織管理業(yè)務(wù)剝離出來(lái),委托給理事會(huì)經(jīng)營(yíng);最后,調(diào)動(dòng)社會(huì)各界積極參與體育組織改革,夯實(shí)體育組織改革的社會(huì)根基。
[Abstract]:The essence of the reform of the operation mode of the Australian rugby national organization is the radical transformation of the traditional administration system of the federal government . The reform involves the transformation of the function of the federal government and the support of the reform , the improvement and optimization of the internal governance structure of the sports organization , the gradual decentralization of the management rights of public sports organizations , the separation of the management of public sports and the management of the organizational management business , and finally , the mobilization of all sectors of society to actively participate in the reform of sports organizations and the social foundation of the reform of sports organizations .
