【摘要】：伴隨著人們生活水平的不斷提升,大眾對(duì)基本公共體育服務(wù)的要求也越來越高。公共體育服務(wù)均等化問題是近幾年學(xué)術(shù)界關(guān)注的熱門話題之一。本文主要通過文獻(xiàn)資料法、專家訪談法、問卷調(diào)查法等方法,對(duì)贛州市公共體育服務(wù)均等化的現(xiàn)狀進(jìn)行分析,為了比較贛州市各地區(qū)之間公共體育服務(wù)的均等化問題,建立了公共體育服務(wù)均等化的指標(biāo)體系,并進(jìn)行了評(píng)價(jià)指標(biāo)體系的合理性驗(yàn)證。主要研究結(jié)果如下:(1)贛州市體育事業(yè)的發(fā)展取得了一定成果,在體育經(jīng)費(fèi)投入、基礎(chǔ)場(chǎng)地建設(shè)、大眾健身活動(dòng)、科學(xué)健身指導(dǎo)等方面有一定的發(fā)展規(guī)模。公共體育服務(wù)均等化存在的問題有:基礎(chǔ)場(chǎng)館數(shù)量存在地區(qū)失衡、公共服務(wù)組織不夠完善、社會(huì)體育指導(dǎo)員隊(duì)伍城鄉(xiāng)差異明顯、體育活動(dòng)數(shù)量和規(guī)模城鄉(xiāng)差距顯著、體育經(jīng)費(fèi)不足等。(2)全國(guó)場(chǎng)地普查每10年一次,在2013年的全國(guó)場(chǎng)地普查中,江西省的數(shù)據(jù)顯示,贛州市的人均場(chǎng)地面積排名靠后,人均投資金額排位居中下。贛州市人均公共體育服務(wù)資金投入低于全國(guó)和江西省的平均水平。公共體育服務(wù)設(shè)施不完善,且開放程度較低。目前,社會(huì)體育指導(dǎo)員數(shù)量達(dá)不到國(guó)家標(biāo)準(zhǔn),各個(gè)區(qū)縣的分布不均衡。(3)建立公共體育服務(wù)均等化評(píng)價(jià)指標(biāo)體系有利于進(jìn)行地區(qū)之間的比較分析。本文按照指標(biāo)體系建立的方法、原則、程序,并運(yùn)用德爾菲法,經(jīng)過專家問卷,對(duì)初選的26個(gè)指標(biāo)進(jìn)行篩選,最終構(gòu)建了公共體育服務(wù)均等化評(píng)價(jià)指標(biāo)體系。其中:一級(jí)指標(biāo)4個(gè),二級(jí)指標(biāo)15個(gè)。采用層次分析法確定了各級(jí)指標(biāo)的權(quán)重系數(shù)。其中,四個(gè)一級(jí)指標(biāo)的權(quán)重分別為:經(jīng)費(fèi)投入0.5579、場(chǎng)地設(shè)施0.2633、人員配置0.0569、服務(wù)效果0.1219。(4)為檢驗(yàn)所構(gòu)建評(píng)價(jià)指標(biāo)體系的客觀性與合理性,相關(guān)專家的評(píng)價(jià)結(jié)果表明,指標(biāo)體系結(jié)構(gòu)相對(duì)合理,權(quán)重系數(shù)較客觀、指標(biāo)體系的完整性較好,對(duì)指標(biāo)體系的總體評(píng)價(jià)比較滿意,說明該指標(biāo)體系可以用于江西省贛州市公共體育服務(wù)均等化研究。
[Abstract]:With the continuous improvement of people's living standards, the public demand for basic public sports services is becoming higher and higher. Equalization of public sports services is one of the hot topics in academic circles in recent years. This paper analyzes the status quo of the equalization of public sports service in Ganzhou City through the methods of literature, expert interview and questionnaire investigation, in order to compare the equalization of public sports service among different regions of Ganzhou City. The index system of equalization of public sports service was established, and the rationality of evaluation index system was verified. The main results are as follows: (1) the development of sports in Ganzhou has achieved certain results, in sports funding investment, basic site construction, mass fitness activities, scientific fitness guidance and other aspects of the development of a certain scale. The problems of equalization of public sports service include: the number of basic stadiums is out of balance, the organization of public service is not perfect, the differences between urban and rural areas of social sports instructors are obvious, the number and scale of sports activities in urban and rural areas are significant. Lack of sports funds. (2) the national field census every 10 years, in the 2013 national field census, Jiangxi Province's data show that Ganzhou City's per capita space area ranking at the bottom, per capita investment in the middle. Ganzhou per capita public sports service investment is lower than the average level of the whole country and Jiangxi Province. The public sports service facilities are not perfect, and the opening degree is low. At present, the number of social sports instructors can not reach the national standard, and the distribution of each district and county is not balanced. (3) the establishment of public sports service equalization evaluation index system is conducive to the comparative analysis between regions. According to the method, principle, procedure of establishing the index system, and using Delphi method, the paper screened 26 indexes of primary election by expert questionnaire, and finally constructed the equalization evaluation index system of public sports service. Among them: 1 index 4, 2 level index 15. Analytic hierarchy process (AHP) is used to determine the weight coefficient of each level index. Among them, the weights of the four first-level indexes are: the cost input 0.5579, the site facilities 0.2633, the staffing 0.0569, the service effect 0.12199.4) the objectivity and rationality of the evaluation index system constructed by the Institute, and the evaluation results of the relevant experts show that, The index system structure is relatively reasonable, the weight coefficient is more objective, the integrity of the index system is better, and the overall evaluation of the index system is satisfactory, indicating that the index system can be used in the study of the equalization of public sports services in Ganzhou City, Jiangxi Province.
