NBL管辦分離改革現(xiàn)狀分析及發(fā)展對策研究

【摘要】:隨著我國市場經(jīng)濟的發(fā)展與完善,籃球職業(yè)聯(lián)賽的管理體制中的弊端逐漸顯現(xiàn),如體育部門“管辦不分”;俱樂部缺乏經(jīng)營管理自主權(quán);職業(yè)聯(lián)賽產(chǎn)權(quán)不清等等。近年來,我國對中超足球聯(lián)賽的“管辦分離”改革進行了有效的探索和改革,并取得了一定成績。伴隨中超足球聯(lián)賽“管辦分離”改革的不斷發(fā)展,我國籃球職業(yè)聯(lián)賽的管理體制改革己成為迫切要求,“管辦分離”也將成為我國籃球職業(yè)化改革的熱點。2015年7月,NBL聯(lián)賽率先進行“管辦分離”改革,標志著我國籃球職業(yè)化改革正式拉開序幕,預(yù)示著中國籃協(xié)在改革的路上邁出了堅實的一步,為中國籃球的職業(yè)化發(fā)展找到了正確的方向。為完善和提高NBL聯(lián)賽“管辦分離”改革的水平,給NBL聯(lián)賽的改革發(fā)展提供參考意見和建議,本文采用文獻綜述法、問卷調(diào)查法、對比研究法、層次分析法和實證研究法等,發(fā)現(xiàn)NBL聯(lián)賽的改革,成效與問題并存。通過分析NBL聯(lián)賽的“管辦分離”改革模式,得出如下結(jié)論:1.NBL職業(yè)聯(lián)賽的“管辦分離”改革,構(gòu)建了新的籃球聯(lián)賽體育管理體制和模式。即聯(lián)賽的監(jiān)管與辦賽職能的分離,合理確定聯(lián)賽監(jiān)管機構(gòu)與辦賽機構(gòu)之間的職責范圍,明確各方權(quán)利和義務(wù)。2.NBL管辦分離改革在2015賽季經(jīng)歷了改革的陣痛期,經(jīng)過一個賽季的發(fā)展,在2016賽季,改革初顯成效,整體呈上升趨勢,推動了NBL聯(lián)賽的職業(yè)化發(fā)展。3.NBL職業(yè)聯(lián)賽的“管辦分離”改革,主要是創(chuàng)新體育管理運行機制中的改革。具體措施包括:籃協(xié)和聯(lián)賽委員會管理體制改革;聯(lián)賽運行機制的改革;俱樂部的人才引進和分配管理體制改革;聯(lián)賽的賽制改革;投融資改革。4.NBL聯(lián)賽的管辦分離改革與聯(lián)賽的競技水平是相互促進、共同發(fā)展的關(guān)系,NBL聯(lián)賽的管辦分離改革促進聯(lián)賽競技水平的提升,聯(lián)賽的競技水平促進改革的發(fā)展。5.NBL聯(lián)賽管辦分離還處于改革的初級階段,還存在很多問題,一是產(chǎn)權(quán)問題,二是改革模式的推廣和繼續(xù)深化。如何保持改革的良性運行和繼續(xù)深化,NBL管辦分離改革模式能否向CBA聯(lián)賽拓展都是要解決的問題。
[Abstract]:With the development and perfection of the market economy in our country, the malpractice in the management system of the professional basketball league has gradually appeared, such as the sports department, the lack of managerial autonomy of the club, the unclear property right of the professional league, and so on. In recent years, our country has carried on the effective exploration and the reform to the "management separation" reform of the Chinese Super League football league, and has obtained certain achievements. With the continuous development of the reform of "management separation" in the Chinese Super League football league, the reform of the management system of our professional basketball league has become an urgent requirement. "Management separation" will also become a hot spot of basketball professionalization reform in our country. In July 2015, NBL leagues took the lead in the reform of "management separation", which marks the beginning of basketball professionalization reform in China. It indicates that the Chinese Basketball Association has taken a solid step on the road of reform, and has found the right direction for the professional development of Chinese basketball. In order to improve and improve the reform level of "management separation" in NBL league, and to provide reference and suggestions for the reform and development of NBL league, this paper adopts literature review method, questionnaire survey method, comparative research method, analytic hierarchy process method and empirical research method, etc. Found that the reform of the NBL league, effectiveness and problems coexist. By analyzing the reform mode of "management separation" in NBL league, the following conclusions are drawn: 1. The reform of "management separation" in NBL professional league is carried out, and a new system and mode of sports management in basketball league is constructed. That is to say, the separation of the supervision of the league and the organization of the tournament, the reasonable determination of the scope of responsibilities between the supervisory organ of the league and the organization of the tournament, and the clarification of the rights and obligations of the parties. 2. The reform of the separation of the management offices of the NBL has experienced a painful period of reform in the 2015 season. After a season's development, in 2016 season, the reform shows the effect at the beginning, the whole presents the upward trend, has promoted the NBL league tournament profession development. 3. The NBL professional league "management separation" reform, mainly is the innovation sports management movement mechanism reform. Specific measures include: the reform of the management system of the Basketball Association and the League Committee; the reform of the operational mechanism of the league; the reform of the talent introduction and distribution management system of the club; the reform of the competition system of the league; The reform of investment and financing. 4. The reform of management separation of NBL league and the competitive level of the league promote each other, and the relationship between the common development and the separation of management and administration of NBL league promotes the improvement of the competitive level of the league. The competitive level of the league promotes the development of reform. 5. The separation of NBL league management and management is still in the primary stage of reform, there are still many problems, one is property rights, the other is the promotion and deepening of reform mode. How to maintain the benign operation of the reform and continue to deepen the reform mode of NBL management separation can be extended to the CBA league are the problems to be solved.
